Definitions
28.1.8 The following definitions apply in this Part.
“IRATA” means the Industrial Rope Access Trade Association.
“rope access” means a technique in which a rope access system is used
to provide a person with access to and from a workplace, commonly
including suspension at the workplace, in such a way that a fall is
prevented or arrested.
“rope access system” means a system consisting of
(a) a sit harness or full body harness;
(b) rope, lanyards and other connecting equipment;
(c) anchors;
(d) other components such as ascenders, descenders, belay devices,
backup devices and fall arresters;
that employ two separately secured subsystems, the first providing a
means of access and the second providing a safety, secondary, belay or
backup system, but does not include a boatswain’s chair or a zipline.
“SPRAT” means the Society of Professional Rope Access Technicians.

PART 29

Application
29.1
This Part applies to every workplace where falsework or flyform
systems are used.
Safe work procedures
29.2 
An employer must
(a) develop and implement safe work procedures for using
falsework and flyform systems in the workplace;
(b) train the workers who work with falsework and flyform systems
in those safe work procedures; and
(c) ensure that workers who work with falsework and flyform
systems comply with those safe work procedures.
Employer to instruct workers
29.3
An employer must ensure that only a person competent in the
use of falsework and flyform systems supervises the construction,
installation, maintenance and dismantling of falsework and flyform
systems.
