The blank requires two words that are like “pragmatic,”
which means practical. “Feasible” and “viable” relate to the practical
considerations of whether the plan is workable or likely to succeed. The
pairing “partisan” and “prejudiced” is a trap; the words mean biased and fit
with “ideological,” not “pragmatic.” Neither “voluble,” which means
talkative, nor “innocuous,” which means harmless, fits the intended meaning.
