This correction is calculated at the assumption that attractive masses between physical surface and sea level are infinite extension, the thickness of which is equal to the elevation of observation point above sea level.
Since intermediate layer attraction causes the increase of the gravitational force value at the observation point, this correction should subtract, if observation point is above sea level, or add if the observation point is lower than sea level.
