note. In the second case, the seller does not receive the buyer’s debt obligations and opens an account on the loan.
The need for commercial credit arises as a result of the mismatch between the use of capital and the timing of
transactions. Here, the sale of goods on credit contributes to the continuity of the production process, accelerates the
turnover of capital and increases profits. This type of loan is usually short-term. Bank loans are provided to
businessmen and enterprises in the form of cash loans.
A bank loan is an enterprise, organization, which is
temporarily vacant funds of an individual citizen, attracted by the
bank on a contractual basis, with their consent,
and a loan fund is established. To obtain a loan, a loan agreement is concluded between the borrower and the
borrower, which includes: Information on the
type and amount of the loan, the order and term of its issuance, the
terms of the loan, the amount of interest payments, the responsibilities of both parties, the creditor and the borrower.
In recent years, a wide range of measures has been taken to radically improve the business and investment
climate
in the country, to introduce a system of criteria for assessing the conditions of doing business, which is
generally accepted in world practice, and on this basis to further increase the country's international rating. The
processes of state registration of
business entities, obtaining loans, consideration of economic disputes, liquidation
of business have been significantly simplified and reduced in cost.
In October last year, the World Bank published a Doing Business rating. In this ranking, Uzbekistan rose 16
places to 87th place in just one year. 58 It should be noted that in terms of the so-called "support for new business",
our country is currently ranked 42nd in the world, 32nd in terms
of performance of contracts, economically
insolvent enterprises. Ranks 75th in terms of the effectiveness of the relatively applicable bankruptcy system.
According to the indicator "Lending to small businesses", Uzbekistan has risen from 154th to 42nd place over the
past three years and improved its ranking by 63 positions last year. According to the World Bank, Uzbekistan is one
of the ten countries in the world that have achieved the best results in improving the business environment for
entrepreneurship in recent years.
The system of the Chamber of Commerce and Industry of the Republic of Uzbekistan has been reformed, new
approaches have been introduced to
support business development, a completely new system of protection of
legitimate interests and rights of business entities has been introduced. And the introduction of an effective
mechanism in the districts is an example of the work being done in this area in our country. Also, the Decree of the
President of the Republic of Uzbekistan "On priority measures to liberalize foreign exchange policy" No. 5177,
adopted on 2 September this year, to increase the competitiveness of domestic
products in foreign markets,
Necessary conditions have been created to overcome the existing problems with the need for foreign currency in
imports. It is known that this Decree also abolished the requirement for exporting businesses to sell foreign
exchange earnings from the export of goods (works, services) from September this year.
