I. General Information
1.
About JDS Scholarship
The Project for Human Resource Development Scholarship
(
JDS
) was launched by the Government of Uzbekistan with the
assistance of the Government of Japan in 1999.
Objectives of JDS
To support for Human Resource Development
JDS’s objective is to strengthen the government’s
administrative capacities in Uzbekistan, through providing
the opportunity to obtain the Master’s degree to the young
capable government administrators who are expected to
engage in formulating and implementing social and economic
development plans and to play a leadership role in the
development of the country.
To Enhance Bilateral Relationships
JDS fellows are expected to solidify foundations to further
bilateral relations with Japan by utilizing their human network
developed through academic and social activities while in
Japan.
Beneficiaries of JDS
For the participants (JDS Fellows)
JDS Fellows will acquire expertise to use for policy making and
institutional building for the development of their country, and
also build human network in and out of Japan through the two-
year study in Japan
For the organizations (The Fellows’ workplace)
The Fellows’ workplace will attain highly-capable and
motivated returnees (JDS Fellows) who can effectively
contribute to the organizational missions
For the Country (The Fellows’ country)
The Fellows’ country will improve institutional capability of the
target organizations which leads to foster country’s
development

JDS Operating Committee (OC)
JDS Operating Committee (OC) is the decision-making committee of JDS Project. It consists of both members of Uzbek and Japanese
governments. The OC not only sets the framework and selection policies but also evaluates candidates in final selection.

JICE supports a smooth implementation of JDS project, which covers a wide range of services such as arrangements of
recruitment and selection, and assistances for JDS Fellows studying in Japan.

are expected to play a leadership role in the

Hold a Bachelor Degree in the field of Engineering, Construction etc. are preferred.

Hold a Bachelor Degree in the field of Law, Political Science are preferred.
(International Relation about Law is acceptable)
Work Experience

Currently employed in the
Target Organizations
as a
full-time employee
(
Except
temporarily employed staff such as contract based staff and part-time employed staff
).

Have at least
2 (two) years of full-time work experience in the Target Organization
at the time of appilcation.

Probation period can be included in the 2 years.
・
2 years of work experience can be counted as a total in different Target Organizations.
・
The service period as a contract staff, part-time staff, and volunteer cannot be included
in the 2 years.

Have a good command of both written and spoken English.

IELTS test for those who do not have valid score but we will not provide the cerficiate
to the applicants in any circumstances.
Health
Condition
Mentally and physically in good health.
To be eligible for a scholarship, the applicant must be in good condition physically and mentally
from the time of application to the time of return to the home country after completion of his/her
course in Japan. Therefore, in case there is a drastic change in the Fellow’s health condition
(e.g. pregnancy, etc.) before his/her departure to Japan, and if the university considers his/her
condition not suitable for the pursuit of the academic goal, the scholarship may be canceled,
based on the decision/guidance of the university.

・
Must understand the objective of JDS project well, and have a strong willingness to work for
the development of Uzbekistan and contribute to the friendly relations between Uzbekistan
and Japan after their return
・
Women
candidates are encouraged to apply.
・
Final successful candidates are required to submit a contract on JDS regulations and other
commitments designated by the Government of Uzbekistan.
・
JDS Fellows are obliged to return and work within Uzbekistan at least 3 (three) years in order
to make a contribution to the development of Uzbekistan through their work in the Target
Organizations, complying with the above mentioned contract.
Ineligibility
A person corresponds to the followings is not eligible to apply
・
Those who are currently awarded or scheduled to receive another scholarship.
・
Those who have already taken a bachelor’s degree, master’s degree or higher
degree in a foreign country under any kind of scholarship or at own expense.
・
Military personnel and military civilian employees registered on the active list, and
also personnel on temporally leave from the active list.
・
Those who are temporally employed.

will visit to Uzbekistan to conduct their interview exams, or it would be
conducted online.
Those who passed the 2nd selection will proceed to the 3rd selection.

The health checkup will be arranged at a designated hospital in
Tashkent.
Note: Those who cannot undergo the medical examinations and fulfill all the
medical requirements will be disqualified from JDS scholarship.

*The selection schedule and implementation method are subject to change.
All the selection costs will be covered by JDS project.
Limited transportation and accommodation allowance will be provided to candidates coming from provincial areas for the selections.
Application Documents will not be returned (Please keep a copy of your documents for yourself).
Application Documents with false statements or plagiarism will be immediately disqualified.
A result of each selection will be announced to all candidates by Email.
In principle, reasons for the selection-results will not be disclosed.

Applicants who have valid IELTS score will be exempted from the English test.
Applicants for the Nagoya University and Naruto University of Education will be exempted from the Math test.

academic abilities, the Operating Committee
evaluates the candidates’ capacity of future
contribution to the development of the country and
strengthening bilateral relations with Japan, such
as purpose of study in Japan, career plan after the
study, etc.

The awards are offered for the minimum period necessary for the
individual to complete the academic program specified by JDS
project. The following benefits generally apply:

7.
Important JDS Rules
JDS has specific rules in order to realize its project goals and to
ensure favorable study environment for the Fellows.
Before departure
JDS Fellows must submit a JDS pledge to the Operating
Committee to commit themselves to follow JDS Rules.
During the stay in Japan
The Fellows are allowed to bring their family members to
Japan
only after 3 months from the date of arrival
.
The Fellows are prohibited from
Working
Driving motor vehicles, and
Applying for further studies such as a doctoral course in
Japan
The Fellows must complete the study within the
predetermined period of study, and return to his/her country
immediately after the study completion.
After returning to home country
The Fellows must attend a report back meeting held by
the Operating Committee.
The Fellows are obliged
to return and work in
Uzbekistan at least 3 (three) years in the previous
Organizations
Further details will be explained in an orientation conducted after
the selection.

How to write a reseaerch plan
Warnings about “Plagiarism”
“Plagiarism” is
a serious offense
in the academic field.
Plagiarism
means using other person’s ideas and words without explicitly acknowledging the source of that information.
You may be disqualified from the selection, or even be discharged from the university, if the plagiarism is found in your
research plan, or academic work at the university.
Such cases are deemed as plagiarism:
Copying from books or articles written by other authors without permission
Copying from an internet source without referring to the attribution text or information
Misrepresentation of someone’s work as one’s original

Background
Economic development is listed as one of the “Government Development Strategy
2017-2021”. Agricultural modernization and intensive development are stipulated, and
until now, we have sought to promote the cultivation of horticultural crops, the addition
of added value through the processing of agricultural products, and the export thereof,
due to the heavy emphasis on cotton and wheat cultivation. Therefore, efficient
utilization of land and water resources is an urgent issue in addition to sophistication

health and medical care and social security. The Uzbekistan government has stated
that as important matters for health reform, legal development in this field, improvement

Background
In the “Government Development Strategy 2017-2021”, educational development is
mentioned as one of the important issues of social development. In addition, the
Education Sector Plan 2019-2023, which is the medium-term education policy of
Uzbekistan, aims to improve the quality and quantity of education. Uzbekistan
established the Ministry of Preschool Education in 2017 and aims to significantly
improve access to preschool. In addition, the former 12-year system has been changed
from the 12-year system to the 11-year system, and Uzbekistan government has begun
to improve the content and method of education with an emphasis on competency,
assuming participation in the PISA survey. At the same time, the government is working

JDS Program provides the following opportunities for JDS Fellows only in addition to research at university.
Government Leaders Networking Event
This special event aims to establish long-term cooperative relationships between JDS Fellows and Japanese
government officials by providing opportunities of interaction and mutual learning. JDS Fellows participate in
the event and expand their personal networks with Japanese government officials, who would become their
counterparts in the future.
Japanese Language Training
All JDS Fellows participate in Japanese language training
after their arrival in Japan
.
This training provides Fellows
with the lessons on Japanese characters (
hiragana,
katakana, and kanji
), greetings, and how to introduce
themselves. In addition, they deepen their understandings
of Japanese culture, lifestyle and manners, and learn the
procedures necessary for staying in Japan such as
government office, post office and bank.
JDS Pre-Return Program
JDS Pre-return Program is held half a year before
returning home, inviting all JDS fellows from each
university.
During this program, the Fellows have
opportunities to attend a series of programs,
including leadership program and a special lecture
given by a prominent scholar. It also helps them build
a network with JDS fellows from various countries.

Every JDS Fellow MUST return to their country by the
designated date after graduation in compliance with the pledges
required by the JDS Operating Committee. JDS Fellows have an
obligation to return to the belonging organization and contribute to
the socio-economic development of the country with acquired
knowledge and skills.

In JDS, it is important to return to the workplace after study
completion. Therefore, the permission from the workplace is
required.
Selection
Q13. Do I need to take the English test?
YES.
Basically, all applicants must take the English examination
(IELTS). However, applicants who have valid IELTS score will be
exempted from the English test. If you don’t have a valid score,
JICE will arrange the English exam.
Q14. I want to apply for Nagoya University. Is the Math test
required?
NO.
The applicants for the Nagoya university and Naruto
University will not be required to take the math test.
Q15. Do I need to come to Tashkent for the interview?
YES.
But it is subject to change according to the infection status
of COVID-19. For the applicants from the local areas, JICE will
provide a transportation/accomodation subsidy according to the
rule.

In 2008, I started my career in the agriculture field which made me interested and decided to
develop in this direction. In 2014, I was engaged in JICA project which enabled me to visit
Japan for the first time. I was fascinated by Japan’s achievements in agriculture hence my
interest in this country increased greatly.
In 2017, I was lucky to become a JDS student to get a master's degree at Tokyo University
of Agriculture and Technology. Studying in Japan has become an eye-opener to my life. The
university provided me with great opportunities for education – there was no prejudice for any
student and everyone was treated equally and individually. It took a lot of knowledge and
perseverance to study at one of most prestigious universities of the world.
With the invaluable help of professors of the university, I conducted a research on the introduction and development of
agritourism in Uzbekistan. Theory and practice were main cornerstones which were artistically combined to get the results
that I truly needed. During my research I received a lot of information by communicating with many agricultural makers,
farmers and networking for the development of agritourism. I realized that to achieve the goals, the main thing is the search
for knowledge, its application in practice and obtaining results.
As a conclusion, I would like to express my deepest gratitude to those who helped me to become someone that I am now. I
wish anyone who wants to pursue the academics in Japan to have clear vision, open-hearted attitude and the best of luck.

I have dreamed of studying abroad since I was young. Among the groups that came to Japan
from other countries, the number of girls made up almost half of the group, and sometimes
even more. One day my Vietnamese classmate said that Uzbek women prepare for marriage
from a young age, and only women do housework in Uzbek society. At that time, I told him
that there were many women scientists in our history, and there are many educated women
now. But I felt embarrassed when I thought there was some truth in his words and that most
girls were staying home and doing household chores. At that time, I promised myself that if I
returned to my homeland, I would help women to study in the JDS program with my
campaigns and advice, and I would contribute to sending many Uzbek women to Japan to
study. I think the more women are interested in further studying and learning, the healthier
the society will be in our country.
Studying in Japan not only gave me knowledge and skills but also brought many changes in my lifestyle. I was envious of
the customs which is a universal standard and also all of them are following it. They are doing their civic duty perfectly.
Loyalty in their blood is visible in the attitude of workers to their company. All Japanese follow the same cleanliness,
abstinence from extravagance, leading a healthy lifestyle, and eating in moderation. They do everything with sincerity and
diligence. Living in Japan, I studied the culture and history of other countries, and my outlook on other people changed.
Together with my fellows from many countries, we cooked our national dishes and treated each other.
After returning from Japan, I have been working in the UzAvto system in the field I studied. After returning from my study,
I noticed a higher level of respect and attitude toward me among my colleagues. The knowledge and skills I gained in
Japan will help me to find solutions to problems that arise in the work process.
In my opinion, Japan is one of the safest
countries in the world to study. People there are truthful, disciplined, and taking care of people and the environment. For
me, Japan has become the most beautiful part of my life. Here I found inner harmony and peace of mind.

Yokohama National University (YNU) was established in 1949. It has developed into a university composed of five faculties

In April 2011, YNU, which aims to be an international focal point of practical scholarship, established a new Graduate
School “Graduate School of Urban Innovation (GSUI)” with “City” as its theme. This is Japan’s first Graduate School, where
graduate school students specializing in architecture, art, civil engineering, social science, etc., eventually cooperate in the
area of “City” while deepening the quest for their respective specializations.
GSUI was established because “city” is the major challenge that mankind must address in the 21st century, such as the
worsening problems of environment and energy, due to the enormous growth of urban areas; turmoil in the political,
economic, and cultural values in cities around the world; problems posed by aging population, declining birth rate, and
excessive computerization; the exodus of population and activities from small and medium-sized cities, and resultant
reduction of the city itself; and the problems of quantitative and qualitative fulfillment of livelihood and social infrastructure
posed by rapid economic growth and changes in industrial structure of emerging and developing countries. We face the
various challenges concerning the city, and are consequently required to achieve innovation in a city that meets these
challenges.
Against this backdrop, GSUI fosters growth of advanced professionals having practical skills in both the fields such as
architecture and building science and civil engineering that form the structural side (or the hardware) of the city and fields
such as humanities, social sciences, international community and culture / art that comprise the non-structural side (or the
software) of the city. To that end, we provide a multifaceted research environment that facilitates cross-sectorial study of

Features of the Program
GSUI provides two departments for the master’s degree, one of which for JDS
Fellows is the Department of Infrastructure and Urban Society. In the department,
students will train to become 1) an expert with the ability to analyze and design
development of and solutions to specific areas of the globe, paying attention to
each area’s engineering and social infrastructure or 2) a leader who is capable of
making contributions in addressing urban problems and community development
in emerging and developing countries in such organizations as central
governments, local governments, international aid organizations, private
corporations and NGOs. The Master’s degree in either Engineering or Philosophy
will be awarded. There are one course and one school inside this department.
JDS Fellows are expected to join the International Graduate School of Infrastructure (IGSI) in the department.
In an addition to coursework and seminars, by extensively utilizing a studio-teaching format*, the IGSI trains students to
gain useful knowledge of planning, which they put to actual use when they confront various different urban problems in
emerging and developing countries.
(i) In coursework, students are expected to obtain basic knowledge and theory on planning /civil engineering /
architecture / development study.
(ii) In studio*, students analyze data and develop urban/rural/regional development plan or conduct research or
experiment in the actual field and are expected to understand knowledge and theory obtained in the coursework deeply.
(iii) In technical tours, students see construction site and have discussion with specialists in charge and are expected to
learn issues and to find a solution.

(iv) In seminars, students conduct research and write master thesis on issues in transportation infrastructure development
or urban development or management and maintenance of infrastructures and are expected to obtain knowledge and ability
to resolve issues on the subject.
*studio, studio-teaching format; ‘studio’ is YNU’s original educational method. In studio, students work jointly on developing
urban / rural /regional development plans or conduct research and develop proposal in the actual field under the supervision
of professors. By this studio-teaching method, students are expected to obtain more practical knowledge and skills.
Message for Applicants
Yokohama is one of the most progressive cities in terms of urban planning and development in Japan. Yokohama City
has redeveloped a coastal industrial area into the modern offices, and the shopping, residential district called Minato Mirai
while conserving a large agricultural area. Thus, Yokohama city has both urban and rural faces and has successfully
integrated the two aspects into its plans. Yokohama is the most appropriate city to study infrastructure planning and
designing.
The faculty member for the program has sufficient experiences in educating international students from developing
countries for more than 30 years both in Japanese government’s Special Program for International Infrastructure
Engineering since 1989 and World Bank’s Infrastructure Management Program since 1995. Now 52 international graduate
students from various countries are studying in our department. We are confident that we can provide excellent education
with international students in the field of planning and engineering.
We started accepting students from developing countries under the MEXT scholarship program in 1989 and so far 241
international students have successfully graduated from our programs. Most of the graduates are working as leading
professors / planners / engineers in their home countries and they are strongly connected each other. YNU has also offered
JSD program in Engineering for Uzbekistan students for many years, and new expansion of JDS program to the civil
engineering field has started from 2021 enrolment.

With these services available, our international students can smoothly settle in Japan.
Moreover, YNU is located in one of the prominent cosmopolitan cities in Japan, Yokohama city. Yokohama has a number
of foreign residents and provides an environment that is hospitable to them. All of the international students who have studied
and are now studying at YNU, including JDS Fellows, have gotten used to life in Japan soon and enjoyed/are enjoying their
life in Japan healthfully and comfortably.
As stated above, YNU brings a strong advantage to developing countries, and international students. We are willing to
offer practical education that suits students’ needs. We are very pleased to welcome more students from Uzbekistan as they
are expected to study earnestly, diligently, and friendly.
In June, those of us who have taught JDS Fellows come together and listen to the Fellows’ final presentations on their
theses. We recollect then how they started out their studies with us. Some of them looked anxious without fully
comprehending what was expected in graduate education and to be “masters.” In less than two years, however, we observe
that they communicate with us about their research results in English almost fluently. We also see confidence in their faces.
All audiences, including faculty members, now listen to them carefully and learn from their presentations. For all students,
the end of the second year means the gateway for more opportunities and possibilities in their future career paths. For most
JDS Fellows, it also means their renewed commitment to realizing the better future of their own countries, and they now
know that they have much larger capacities, knowledge, and insights than they did two years ago. If you decide to join us,
this is probably what you expect to see yourself in two years, a very small fraction of your lifetime.

The International University of Japan (IUJ) was founded in 1982 as the first English-medium graduate school in Japan
with extensive support from industrial, financial and educational communities such as the Japan Association of Corporate
Executives, as well as from the local communities of Minami-Uonuma region and Niigata. IUJ’s mission is to develop future
leaders in the globalized world, and for this purpose, it was initiated as the first English-medium graduate school in Japan.
IUJ has accepted more than 5,000 students from 148 countries and has successfully established its long-standing reputation
as a unique educational and research institution known as “mini United Nations.”
The uniqueness of IUJ comes from its campus environment. On our campus, about 370 students from 69 countries and

IUJ consists of two graduate schools:
Graduate Schools of International Relations (GSIR) and International Management (GSIM). GSIR, established in 1982,
currently offers two-year master’s programs in International Development Program (IDP), Public Management and Policy
Analysis Program (PMPP), International Relations Program (IRP), and *Japan-Global Development Program (JGDP-IR), as
well as one-year International Public Policy Program (IPPP). GSIM, established in 1988 as the first US-style business school
in Japan, offers a two-year or one-year master’s programs in Business Administration (MBA), *Japan-Global Development
Program (JGDP-IM), and one-year Digital Transformation Program (DXP). JDS Fellows will enroll in the 2 year MBA or
JGDP-IM.
*JGDP is a two-year master’s program to provide students the opportunity to learn universal development and growth logic
in the field of management using Japan’s experiences in economic development and corporate growth as basic case
materials.
Students will learn much from modern Japan’s experience of development, which differs significantly from the history of
growth and development found in the West. Students can study the “Japanese experience” systematically, including even
negative ones, so that they may use this knowledge to contribute to the development of their own countries.
This program is offered jointly by the GSIR and GSIM. JGDP students belonging to the GSIM are awarded with an MBA
degree.
Students and Learning Environment:
IUJ campus is multinational. In any given year, about 50 overseas countries are represented within the student population.
Students can learn how to work with different cultural, historical and social backgrounds in ways that are not easily possible
anywhere else. One of the strengths of IUJ is that overseas students live together on campus and study with Japanese
students who can introduce them to various sides of Japanese society and culture. Many of IUJ’s overseas students, not
limited to JDS scholarship students, are from such entities as government ministries, government agencies, and central

International University of Japan is in a small countryside city with a population of approximately 55,000, the shinkansen
(bullet train) provides very easy access to Tokyo, the journey taking approximately 90 minutes.

The Graduate School of International Management (GSIM) of the International University of Japan (IUJ) aims to train
tomorrow’s leaders who can effectively work in global environments. Especially for foreign students, our program teaches
how to tap into global resources to develop their countries by using various strategies in finance, marketing, technology, and
management. The cross-registration scheme for courses allows students to customize their study to meet one’s specific
needs. The fact is that GSIM can attract 30% of the class from government sectors in countries such as Uzbekistan, Mongolia,
Kyrgyz, Myanmar, Vietnam, Sri Lanka, Nepal and several Asian countries is testimony for the appeal of GSIM to government
sectors.
Our program offers high quality management education based on rigorous theoretical foundation and knowledge from
recent research. In the first year, all the students learn the fundamental skills necessary to be leaders who can be effective
as well as socially responsible. In the second year students selects the courses under the supervision of a faculty mentor.
During second year of study at GSIM, students work closely with the research supervisor, conduct necessary field research
etc., and complete their thesis. As necessary, GSIM also appoints a co-supervisor, normally an expert from outside the
regular faculty to strengthen the research experience.
On February 20, 2018, the Graduate School of International Management (GSIM), IUJ proudly obtained accreditation

MBA/JGDP Programs of the Graduate School of International Management of the International University of Japan aim
to train true global leaders. We have successfully trained many students from Uzbekistan, Mongolia, Kyrgyz, Vietnam and
several other countries through the JDS projects and other programs. Many of them are now holding important positions in
various governmental organizations as well as in private sectors, such as Central Banks, government banks, various
government ministries, state enterprises, stock exchanges and other government and non-government organizations. Our
extensive experience in training such students from foreign governments is our strength, and they form an important part of
study environment. Our programs have a global as well as emerging Asia focus. It is designed to provide students with the
functional knowledge and fundamental skills necessary to be effective and socially responsible leaders.
GSIM is pleased to have students sponsored under JDS project from Uzbekistan. Currently it has JDS Fellows coming
from several countries. Some JDS Fellows are relatively weak in quantitative analysis, which is an important component of
the key courses in our program such as Finance, Accounting, and Statistics. This may be due to the difference in the
education systems of the home countries. Faculty members always pay due attention to those in special need for quantitative
and analytical skills from the basics. Tutorial or follow-up sessions are conducted as needed.
In addition, when JDS Fellows enter the program, one GSIM faculty member is assigned to each JDS Fellows as academic
mentor. In this approach, each JDS Fellows can consult with their faculty member from the beginning about the academic
issues such as courses to take and research topics to work on as well as social issues that they may face during their stay
in Japan.

To well prepare JDS Fellows for their advance study in Japan, GSIM also offers pre-enrollment program in Japan before
the first academic term starts. It also offers various field trip opportunities in Japan as well as various special lectures and
seminars conducted by specialists from academics, government and corporations.
The core values of our programs include:

Acquire knowledge about banking and corporate finance required to establish financial and economic policies.

Learn the theoretical bases of management strategy and organizational behavior in order to develop industrial policies
related to finance and investment.

Acquire practical problem solving skills in management strategy including investment strategies for firms, including

Acquire knowledge about management strategy, marketing, and finance in order to realize corporate value maximization,
which is important after implementing a market economy structure.

GSIM student body consists of about 20% Japanese corporate sponsored students; they come from renowned Japanese
companies involved in doing business in Asia, especially ASEAN. This offers a unique opportunity for JDS scholars to

The Graduate School of International Management (GSIM) of IUJ was
established in 1988 in collaboration with the Amos Tuck School of Business
Administration at Dartmouth College, USA, becoming the first U.S. style business

The Graduate School of Law (GSL)
has promoted an international cooperation project on “Asian Technical Legal
Assistance” for more than twenty years since 1998. It aims to assist the development of legal systems in various Asian
countries which have been undertaking the transition to a market economy and into constitutional and democratic nation-
states.
As part of the project and to fulfill our educational and research mission as a leading institution of legal and political study in
Japan, the GSL established an educational and training program known as the “LL.M. (Comparative Law) Program in Law
and Political Science” all taught in English in 1999. It aims to train the next generation of top Asian legalists who can
contribute to nation-building through the construction of legal systems by providing education in law and expanding
networking among legal professionals in Asian countries. We expect that the Program will contribute to the human resource
developments in these countries and create a structure for new networking potential among former students who can provide
feedback to the GSL.
In this way, over the last 20 years, the GSL has built a wide-range of Asian legal networks. In 2021, following the
establishment of the above programs and after assuring the sustainability of the networks, we have renamed the
Comparative Law Program to “A Program to Enhance a Collaborative Human Resources and Network for Sustainable Socio-
Economic Development in the Post-COVID-19 Asia”. Under this concept, the Program continues to train human resources
in the legal arena who can develop and expand the Asian Legal Exchange Network.
We have accepted JDS participants from the targeted countries of Cambodia, Laos, Vietnam, Uzbekistan, Mongolia,
Myanmar and China. The total number of JDS participants in our school is 231 (as of April 2023).
We are proud to count among our graduates, the officials of core ministries, judges, public prosecutors, counsel in significant
corporations, active lawyers, and progressive academics as independent legal professionals responding to the needs of
their time, continuing to be engaged in the building of their nations, fulfilling their essential role in this new period. A network
has emerged among these graduates which has created a structure for finding new talent, and for offering ongoing feedback
to the faculty of our Graduate School. This has allowed us to develop a diverse and varied academic environment.
Our Program emphasizes a curriculum with offerings ranging from fundamental grounding to specific areas in law and politics.
Classes are conducted in English and students proceed under the individual guidance of academic supervisors, along with
a wealth of support both from within the faculty and from the University. Each student can immerse themselves in the joys
of learning while building strong bonds with fellow students from various nations and regions. In this way, we seek to provide

Objectives
The Comparative Law and Politics (LL.M.) Program at our graduate school aims to foster human resources with advanced
comprehensive skills and balanced abilities. It is especially focusing on the improvement of the capacity to operate a legal
system for building a new post-COVID-19 society. The curriculum of the Program is structured to encompass the following
elements:
(1) Basic and broad training in law and political science
(2) Highly specialized research analyzing the situation in the student’s own country with a view to exploring solutions
(3) Studies in the principles of the rule of law, human rights, and democracy which conductive to a market economy system
(4) Acquisition of the abilities and techniques needed for theoretical and practical thinking
(5) Group and flexible individual guidance that enables independent academic writing with appropriate research methods
(6) The promotion of comparative research in group discussions with Japanese students.

Overview of the program
JDS students enter Nagoya University in October of each year. Matched with a faculty supervisor, the students begin their
legal studies in the Master’s Program to deepen their comparative understanding of laws and political systems in Japan and
that of their home countries.
In addition to the course obligations, students are required to set a practical research theme based on a systemic topic
related to market economic development and to write a thesis from a comparative perspective. To progress with their
research topic, students receive individual and specialized tutorials from a supervisor and get a group and staged guidance
through an initial mandatory academic writing semester course followed by two semester-length courses. Thesis writing
guidance is a significant component of our Program enhancing the abilities for self-initiated research, data collection skills,
and methods of thinking and analysis.
Along with the courses in legal and political domain, students can also take Japanese language courses at the Nagoya
University International Language Center (ILC). The Japanese language is the most common medium of expression both
on campus and in daily life. We therefore stress the importance of attendance for the first six months in the elementary
Japanese language study course at ILC.
Apart from regular courses, legal practitioners and scholars from home and abroad are invited to give JDS special lectures.
Under the JDS Special Program, study-away trips to various regions of Japan are offered, which aims at having JDS Fellows
understand the actual conditions of Japanese society and culture which has supported the legal and political system of
Japan.
Message for Applicants
Within your application, the Research Proposal is of critical importance to the admission decision. The application is the
basis of the initial document screening. Still, beyond that, it plays an essential role in shaping the interview for applicants
who reach the final stage. It can have a determinative effect on the selection.
Accordingly, you are well-advised to take particular care in the drafting of the Research Proposal within the framework of
the issues of the JDS project in your country. Describe your interests, research objectives and originality clearly and in a
well-reasoned manner. When reviewing your Research Proposal or conducting interviews, the following factors will be at
the forefront of our thinking:
1) Is there evidence of enough foundation knowledge and research skills to begin work on substantive research
immediately upon entering into the study in the Graduate School? The reviewers are concerned with both general
knowledge and experience in the field of law and specialized skills and knowledge necessary to the proposed topic. Are
you familiar with the prominent scholars in the area? Are you aware of recent trends? Do you have a sense of the critical
issues in the area, and are you able to relate them to a broader context?
2) Is there a clear, concise, and meaningful research topic? Setting the purpose and objective of a project is one of the
most challenging tasks in research.
3) Is the topic you propose a good fit for research in Japan? While your proposed issue of a point may concern international
matters or the laws of third countries, the reviewers are looking for its connections with Japan, and if it fits the research
environment in Japan.
4) Do you know the basic outlines of Japanese law, politics, and public administration? What is Japan's position or
experience within your topic area?
5)
Suitability for supervision
Have you investigated our faculty members? Information on our Program and our staff are available on the Website of
