Introduction
At the end of the 20th century, the evolution of production processes acquired a new sustainable vector - digital technology vector. Digital technologies based on the representation of signals by discrete bands of analog levels, and not in the form of a continuous spectrum, opened to humanity the endless possibilities of the era of the digital industry. In the first decade of the 21st century, digital products began a breakthrough expansion in all areas of human life. Information technology and global networks have been created and are constantly upgrading the virtual superstructure to our reality. This is just a start to receive primary outlines, but we all are included in the process of its constant generation, to deny her existence is meaningless. Of course, the Internet penetrates society unevenly, there are still geographically remote areas and areas where people represent a life without social networks, online chats, and other more complex communication options. But this is rather an exception to the rule. But almost there are no spheres of human life that are not ground for the development of digital industry opportunities.
The subject of our study is e-commerce in the field of payment service - perhaps became the starting point, the most important element development of the above opportunities. Why are we saying this? For several decades, the global network was only filled with content, both useful and meaningless, but the stage came when the first ways to monetize information resources. The appearance of such opportunity has attracted the attention of businessmen around the world to the Internet as platform for investing, promoting and selling their products and services to the global market. Banking non-cash service of the early 2000s. could not satisfy growing needs of online business, It was not mobile, it was tough regulated and limited by the working hours of banks and cash registers. Required there were new ideas. Then e-commerce (or e-commerce) and started rapid development of own payment instruments, payment services, "sharpened" for the requirements of the new global information world. E-commerce is not only payments and transfers, it is everything that deals with the buying and selling of goods and services over the Internet. This is the system in within which companies can manage their business, attract dealers, agents and partners, advertise products and services through global network, accept payments, invest, arrange insurance, make deals, etc. We consider the payment service as one of the structure-forming elements of this system. This service not only provides the possibility of data exchange between participants in the process, but also allows finalize the transaction by transferring funds from the buyer/consumer of the service to the seller/supplier of the service.
In this regard, the role of the payment service in the digital economy can be defined as "arterial", due to the importance of its function -ensuring timely and easy transfer of money in this area are electronic money and electronic means of payment. Until the adoption in Russia of the law “on the national payment system”, in fact, electronic money could be issued by any organization, which created its own system, provided relative security electronic wallets of users, included in the system a network of receiving cash (for example, on the basis of an agency agreement with a network of payment terminals), had an agreement on the exchange of electronic money with similar existing payment system and agreements with sellers who accept its conditional electronic units. These simple conditions led to the emergence and development numerous internal payment systems of various services, ranging from gaming to social networks. But domestic money allowed to pay for the services of only this service: the purchase of "chips" and bonuses in online games, payment for additional features in social networks, etc. In similar internal payment systems, cashing out electronic money, as a rule, is not provided. There wasn't much sense and in ensuring a high level of security of such electronic payments. After the adoption of "On the national payment system", only credit institutions can be electronic money operators organizations whose activities are fully controlled Banks of Uzbekistan, inextricably integrated with the banking system of Uzbekistan and with real sellers of goods and services.
