In the offline mode of using the ESP by the Payer – an individual and the Recipient of funds – a legal entity or an individual entrepreneur, actions for time gap between the client's order, a decrease in the payer's EMF balance and
an increase in the Recipient's EMF balance by the amount of the EMF transfer. In this case, the recipient of funds is obliged to transmit daily information about the operations performed by the NGO for its accounting no later than the end of the working day
NGOs.
In the case of an autonomous mode of using the ESP, the monetary
obligation of the payer to the recipient of funds is terminated at the time of the Irrevocability of the transfer of the EMF.
An agreement with a bank payment agent may provide for the collection of remuneration from individuals. In this case , the bank payment agent has the right to provide for the collection of remuneration in the contract with the bank payment subagent as well.
Responsibilities of NPOs in the field of attracting bank payment
agents (subagents):
maintain a list of bank payment agents (subagents), which
specifies the addresses of all places of operations of bank payment agents (subagents) for each bank payment agent (subagent);
at the request of individuals to provide a list of bank payment agents (subagents);
- provide a list of Bank payment agents (subagents)
to tax authorities upon their request;
- to monitor compliance by a bank payment agent
with the terms of its involvement established by the rules and the agreement between
NGOs and bank payment agents, as well as legislation on
countering the legalization (laundering) of proceeds from
crime and the financing of terrorism.
Forms of control of NPOs over the activities of bank payment agents:
receiving reports from bank payment agents;
carrying out scheduled and unscheduled inspections;
An NGO engages an operating center on the basis of an operating services agreement. On the basis of the agreement on the provision of operational services, the operational center is obliged to ensure the exchange
of electronic messages between NGOs and clients, as well as other
settlement participants.
An NGO engages a payment clearing center on the basis of a contract for the provision of payment clearing services. In accordance with the payment clearing services agreement concluded with the NCO, the payment clearing center undertakes to transfer the orders to be executed to the NCO on behalf of the settlement participants.
The NGO is obliged to take the following measures aimed at
ensuring the continuity of the transfer of EDS:
to collect, systematize, accumulate information about transfers EMF (hereinafter referred to as monitoring) carried out by reducing the balance
The EMF of the payer and the increase in the EMF balance of the recipient of funds for the amount of the EMF transfer;

For the convenience of clients and their operational interaction with the specialists of the customer support service, 76 has been implemented in the NGO multifunctional client interface – an electronic Personal Account on the NGO's website. The personal account has a multi -level protection system and ensures the reliability, safety and confidentiality of stored and transmitted information.
NPOs, as well as bank payment agents involved by them in the activities of making EDS transfers, and organizations performing
the functions of an Operational Center and a Payment Clearing Center exchange information necessary during the execution
of electronic money transfers in electronic form via secure
communication channels.
In addition, information about the means and methods of ensuring information security, personal data and other information subject to mandatory protection in accordance with
the legislation of the Russian Federation, which may become known to them during the implementation of EDS translation activities, in accordance with the requirements established by Government regulations, is protected.
Of the Russian Federation and the Central Bank of the Russian Federation. Information exchange with clients when translating EDS is carried out using a web interface, which is posted on the NGO's web site on the web Internet: www.telepayonline.ru. The transmission of information in electronic form is carried out in agreed formats, using agreed means and data transmission networks.
An NGO has the right to become a member of any payment system , provided that it joins the rules of the payment system in accordance with the procedure established by the rules of the payment system. If an NGO participates in the payment system, the procedure for interaction with participants of the payment
system and operators of payment infrastructure services will be determined by the rules of the payment system.
