lifelong learning as the main goal for the organization of the educational sector and
defining clear interconnections among different subsectors of the system with a single cross-
cutting vision. In addition, for the promotion of the lifelong learning, it seems necessary to
adopt the Law on Adult learning and Education, covering and institutionalizing, thus, a
politically uncovered educational subsector.
The formation of the lifelong learning policy requires professional managerial decisions. At first,
such decisions can be made on the basis of priorities and identified problems, which
articulation would be carried out by stakeholders and experts (for example, within the
framework of the coordinating mechanism proposed above). Over time, it is necessary to base
