Another successful DREF pledging conference
was held in October 2022, together with a ded-
icated session on DREF insurance. Total income
for DREF in 2022 reached 45 million Swiss francs,
an increase of over 40 per cent from 2021.
Several donors, including the Governments of
France, People’s Republic of China, Kingdom of
Thailand and Czechia, contributed to the DREF
for the first time thus advancing the IFRC’s objec-
tive to diversify its resource base, while Norway
doubled its contribution (4.8 million Swiss francs).
To increase DREF capacity and diversify its
funding sources, the IFRC in partnership with
the
Centre for Disaster Protection
and
Aon
,
worked on the design and development of the
insurance structure to support the DREF. The
insurance structure is being underwritten
through
Lloyd’s Disaster Risk Facility
and in
addition to IFRC’s own investment for insurance
premiums, has received commitments of finan-
cial support from the Foreign, Commonwealth
& Development Office, British Red Cross,
Danish Red Cross and Nestlé. The German
InsuResilience Solutions Fund
committed initial
funding and is now considering a further EUR
2.5 million towards product development and
funding of the insurance product.
