protecting the rights and legitimate interests, organizational, legal and logistical support of their 
activities, based on their real specific tasks in the process of large-scale reforms and modernization 
of the country carried out in recent years. As a result, the foundations are laid for a systematic and 
effective legal mechanism for public control over the implementation of legislation by state 
authorities and management in the activities of civil society institutions, as well as an integrated 
approach to the implementation of reforms carried out in this regard and the regulation of emerging 
public relations. For example, ”on the referendum of the Republic of Uzbekistan " [3. gi, "on the 
national discussion of bills" [4] regulate relations related to the right of legislative initiative of the 
people (popular vote of citizens), discussion of laws and national discussion of bills affecting the 
most important issues of society and the state. This law establishes issues of public examination of 
draft laws, draft laws of the Republic of Uzbekistan may be submitted for public discussion in 
accordance with the established procedure, as well as drafts of other regulatory legal acts for public 
or expert discussion. 
Public discussion of draft regulatory legal acts is conducted with the participation of 
representatives of interested state bodies, citizens' self-government bodies and other organizations, 
scientists and specialists, based on this, the competent authorities, that is, the legislative 
representative body, that is, the Oliy Majlis, fully cover this issue. It is specialists and scientists, 
organizations and institutions that are involved in the committees, only in one department they are 
formed precisely on the basis of the law on public control, i.e. self-governing bodies of citizens, as 
well as NGOs registered in accordance with the procedure established by law, mass media, public 
control cannot cover all subjects. As the main connecting bridge in this issue, it is possible to 
recognize the entry of the media into the arena, which is a question halfway through, but one of the 
main goals of discussing these regulations is to create harmony between the relevant organization 
and the above-mentioned entities.
