The presented line graph represent the data on the amount of (unnatural language) compares unemployment levels rates (do not copy from the statement, but paraphrase it) in three different countries, namely the USA, the UK, and Japan, during the 14 years (1990-2004) In the introduction, you should simply paraphrase the question, that is, say the same thing in a different way. You can do this by using synonyms and changing the sentence structure. For example:

The graph compares the percentage of the unemployed residents of the UK, the USA and Japan over a span of 14 years from 1990 to 2004.

At the onset, it can be seen from the graph that (An idea expressed with 4 words is far better than the same idea expressed with 10 words in academic writing, as here the quality is more important the quantity) Overall, the figures (unclear) unemployment rates of the UK and Japan which (wrong grammar; look over the usages of relative clauses once more) were higher at the beginning of the period of time. Whereas the rate of USA demonstrated upward changes over the last period. A good overview should be short, general and direct, and it should cover the whole graph, not only some parts of it.
Overall, the unemployment levels were quite erratic among all the three nations between 1900 and 2004. While proportion of the jobless saw an upward trend in the USA, the figures for the rest of the countries decreased.
To write a good overview for an IELTS Task 1 report, follow these steps:
1. Understand the task and the information provided in the chart, graph, or table.
2. Identify the main trends, patterns, or features in the data.
3. Write a brief introduction that includes the title of the task, the type of data presented, and the time period covered.
4. Summarize the main points in a clear and concise manner, using appropriate vocabulary and grammar.
5. Avoid repeating specific numbers or details from the chart, graph, or table.
6. Conclude by providing a general statement about the information presented.

Example:
"The bar chart illustrates the percentage of people who use different modes of transportation to commute to work in a major city in the year 2020. The data shows that the majority of people, around 60%, use private cars, while 20% use public buses, 10% use trains, and the remaining 10% use bicycles or walk. It is clear from the chart that the use of private cars is by far the most popular mode of transportation, while the use of trains and bicycles is relatively low."
