Please note that this letter (EOL 1) is coming from the Donor.  It is optional and to be suggested if the donor wishes to implement an Exchange of Letters (EOL).  As such, UNDP can also instrument the contribution through the issuance of the second letter (EOL 2) which comes UNDP as an acknowledgement of the funding.
