Key discussion points:

  The question raised by Mr. Vila, on expected amount of hospitals to be visited and assessed was addressed by Biloliddin. In fact, during bidding stage, IFC provided further clarification to the ToR, communicating that the Clients expect the new hospital developed on PPP terms to be constructed in administrative centres of the subject regions (Samarkand, Jizzakh and Qashqadarya regions), consequently replacing some of the underperforming hospitals located within specific administrative area of the mentioned cities. According to the public available data, most of the 2^nd level hospitals are located in these administrative centres. Moreover as proposed in the Technical approach only shortlisted hospitals will be assessed which will not exceed 2-3 hospitals per region with total 6-9 hospitals to be assessed within framework of this assignment.

  During the meeting several clarification questions have been raised by the team to be addressed by IFC/Client. The list of these questions have been provided further

  The group acknowledged that obtaining sufficient data from the Ministry of Health might be challenging, so alternative methods of data collection were discussed, with everyone agreeing to limit level of detail for the required data to the resources made available by the client or publicly available data considering nature of assignment. The team emphasized that the project concept preparation mostly requires high level analysis and mostly serves as fund/nofund document for the Bank and ball park cost estimations for the Government of Uzbekistan.

  Further, participants discussed concerns regarding equipment maintenance within project timeline being expected around 20-year. Yet, it was agreed 20 years is long term for any equipment in the sector, however as it was highlighted, the PPP and respective financial model will include equipment replacement costs. In addition to this, the TL once more emphasized on objective of the assignment which is preparation of the project concept to understand high level feasibility of the further stages, namely complete feasibility study and transaction advisory.

  Finally, while discussing list of required information/data for the analysis (task 1) and demand modelling (task 2) it was confirmed the team will stick to the technical proposal in this term to refer to international benchmarks in the sector for the missing data after IFC’s prior approval.

   What will be Clients’ requirements towards quality of the data? Whether it is allowed for the consultant to supplement missing data using information acquired by the consultant using other means of data collection or interview with private sector and how such data could be validated.

   What’s MoH’s expectations towards new hospital developed within the project in terms of clinical profile?
   
4. 
   The role of the Ministry of Health and Ministry of Economics and Finance within the project. Which of the ministries will be mandated to coordinate and approve project on public side?
