PART 28.1
ROPE ACCESS
Application
28.1.1(1) Subject to subsection (2), this Part applies to every workplace where a
rope access system is used to perform work or to train for work.
28.1.1(2) This Part does not apply to the following:
(a) firefighters;
(b) persons providing emergency response
services or search and
rescue services;
(c) recreational or leisure activities that involve a rope access
system, including workplaces where such activities are taught.

When rope access work may be performed
28.1.2
An employer may only allow workers to perform rope access work
if it is not practically feasible for the workers to comply with Part 14
(Fall Protection) while performing the work in question.

Part 14 does not apply
28.1.3
Part 14 (fall protection) does not apply
to a workplace where rope
access work is performed in accordance with the requirements of this
Part.

Safe work procedures
28.1.4 An employer must
(a) develop and implement safe work procedures respecting rope
access work, including the rescue procedures to be used in case
of equipment malfunction or a fall or
injury that leaves a worker
suspended or requiring rescue;
(b) train workers in the safe work procedures; and
(c) ensure that workers comply with the safe work procedures.
