using the Medical Subject Headings Francisella tularensis, Pasteurella tu- larensis, biological weapon, biological ter- rorism, bioterrorism, biological war- fare, and biowarfare. Review of the bibliographies of these references led to identification of relevant materials published prior to 1966. In addition, participants identified other pub- lished and unpublished references and sources for review.

The first draft of the consensus state-

ment was a synthesis of information ob- tained in the formal evidence-gathering process. Members of the working group were asked to make written comments on this first draft in May 1999. Subse- quent revised drafts were reviewed and edited until full consensus of the work- ing group was achieved.
