Finally, in the third phase of the project, a third EMA analysis provides the final environmental and economical performance data and the results are fed into the CSR policy of the company in order to inform the stakeholders of the environmen- tal performance and credential of the operations.


This leads to the last stage of the TEST implementation in which the data from all companies are aggregated into an information brochure and presented to a broad range of stakeholders, including but not limited to the initial group.

For it to function successfully, the TEST methodology is based on the following principles:



  • It requires a voluntary commitment from the pilot enterprises to proactive envi- ronmental management

  • It is problem-driven, focusing on the needs of enterprises and/or countries




  • It is flexible and open to innovative solutions – the specific tools used in the TEST projects (enterprise-level) are selected and introduced based on the results of the initial review of the needs of the enterprise

  • It uses the integrated pollution prevention and control (IPPC) and best available

techniques (BAT) approaches



  • It optimizes production processes by focusing first on material efficiency strate- gies, followed by incorporating what are now less onerous, end-of-pipe solutions (if required)

  • It ensures that environmental costs are properly allocated to their source, identi- fied measures are implemented and TEST project results are monitored

  • It analyses problems in all their economic, social and environmental complexity.
