public opinion media n. the assumed view of most people about some issue of community-wide relevance. The reality is that there are many publics, and manifold opinions. There are few issues that command a general consensus in a really sizeable majority of a nation-wide community, except perhaps in the unifying case of war or disaster. So what counts as public opinion is usually the outcome of a relatively limited exercise assessing the opinions of perhaps some thousands of respondents, often by automated technologies. The most frequently encountered method of assessing public opinion is an opinion poll, usually administered by agencies recruited to survey matters such as political voting intentions, purchasing patterns, preferred television programs, and the like. Where a high degree of consensus is found and publicized, this itself can become a biasing factor in constructing public opinion. To maintain democratic independence, some countries forbid the publication of opinion poll findings about voting intentions in the immediate run-up to a political election. The largest scale test of public opinion is a governmental election, or a national referendum on matters such as the powers or structural make-up of a state.
