Dear Sir/Madam,
My name is Karina Ambartsoumian-Clough and I live in Philadelphia, Pennsylvania. I am a
founding member and Executive Director of United Stateless (USL). USL is a national
stateless-led organization located in the United States with a mission to build and inspire
community among those affected by statelessness and to advocate for our human right to a
nationality.
I am writing to express my unwavering support for Ekaterina Ench, who I have had the
privilege and pleasure to know and work with for the past 5 years. Ekaterina has been
separated from her family since 1994 when she came to the United States at 16 years old.
This separation from her family, including her mother, Elena Dmitrieva, is due to Ekaterina’s
lack of citizenship in any country. This lack of citizenship anywhere means that she is
unable to travel outside of the United States. Elena has now applied for a temporary visitor
visa to the United States to finally reunite with Ekaterina. I urge you to consider expediting
this visa request so that Elena can watch Ekaterina get married this summer.
Like Ekaterina, I am also a ‘citizen of nowhere’. On December 16, 2017, I met Ekaterina
along with several other stateless people at the U.S. regional office of the United Nations
High Commissioner for Refugees (UNHCR) in Washington D.C. for a ‘Convening of
Stateless Persons’. Following our first convening, Ekaterina and I helped found USL as the
only organization in the United States that (1) is fully dedicated to addressing statelessness
here, and (2) is led by people directly impacted by statelessness.
As a founding member, Ekaterina has put her skills to great use by serving as the inaugural
Chair of the Board and representing USL at the Global Statelessness Movement facilitated
by Institute on Statelessness and Inclusion (ISI). Over the past five years, we have created
a program for providing legal and social services to stateless persons, worked on raising
awareness at the state, national and international levels, organized trainings for the legal
community, and have continued to build a movement among those affected by
statelessness to inspire leadership as we fight for our human rights.
This July, Ekaterina is getting married. All she dreams about is seeing her elderly mother,
Elena, who lives in Tashkent, Uzbekistan, attend her wedding. Elena and Ekaterina have
not seen each other since 1994, and health challenges have made it impossible for Elena
to travel prior to now. Ekaterina, being stateless, cannot leave the United States. At 16, she
came to the US during the fall of the USSR. Despite numerous challenges, she has found
strength and determination to persevere as an inspiring individual, community volunteer,
taxpayer, artist, and a human rights activist.
It is my hope - and I strongly urge - that Ms. Elena Dmitrieva (DS-160 confirmation #:
AA00BVZJCL) be granted an expedited interview for her visitor visa application, and that
she be allowed to visit the United States starting July 1, 2023, for a period of one month.
Bringing this family back together would be a miraculous effort, an exceptional act of
humanitarianism, and would initiate the process of addressing the prolonged trauma of their
separation by restoring their dignity. This reunion would bring immeasurable joy to not only
this mother and daughter, but to so many others in our community.
Ekaterina's contribution through her stalwart leadership and strong commitment to the
mission and vision of our organization have helped advance the incredibly important
humanitarian cause of statelessness in the United States. Despite the achievements of
United Stateless, Ekaterina's personal story is a reminder that there is still much work to be
done, highlighting the challenges that so many stateless individuals face, including
prolonged separation from family and the difficulty of obtaining basic documents and rights.
As the Executive Director of United Stateless, I proudly support Ekaterina, an advocate for
human rights and an inspiring and important voice for the stateless community in the USA.
On behalf of USL, I humbly request your assistance in facilitating Ekaterina’s reunion with
her mother in the U.S. particularly as she approaches her wedding in July. Please do not
