learning system should create opportunities for people who found themselves in difficult life
situations, especially vulnerable women and children, those who have not completed
compulsory education, people with disabilities, unemployed, labor migrants, persons released
from prison, etc. to get a second / additional chance for basic professional and life skills. This
principle should become fundamental for the formation and implementation of a lifelong
learning system and can be traced at all levels of both formal and non-formal education.
Involvement of broad sections of the population in the lifelong learning depends not only on
the functioning of the landscape of various providers of education and access to educational
services, but also on the motivation of citizens. In order to stimulate and / or develop the
