DYNAMICS OF SOCIO-ECONOMIC SYSTEMS: DEVELOPMENT TRENDS

Summary:
The complexity of socio-economic systems is closely related to the fact that
deterministic and linear conditions are not always present in their dynamics. Relying on this
paradigm, especially when making socio-economic decisions, leads to a serious methodological
error. This article reveals the legitimacy of deterministic and stochastic situations in the dynamics
of socio-economic systems. The content and nature of adaptive and bifurcation tendencies of
development in system dynamics are studied, specific theoretical and methodological
recommendations are developed for the management of socio-economic systems.

Today, the fact that uncertainty, risk is increasing day by day, and their sometimes
unexpected negative consequences indicate the extreme difficulty in
researching complex socio-
economic systems. Especially, its unexpected consequences and dangers in making socio-economic
decisions show the complexity of these events and processes. This, in turn, requires deep
knowledge and understanding of the nature of complex socio-economic systems. The reason is that
traditional methods are not enough to know such processes. In particular, the paradigm of
determinism and linearity does not always work. At the end of the 20
th
century and at the beginning
of the 21
st
century, new methodological approaches were formed in world science to know reality
[1,2,3].
In fact, in order to understand, know, and work in a world that is becoming more complex,
new ways of thinking and new methodological approaches are emerging. Therefore, the complexity
paradigm is widely studied by world scientists. Studying the complexity
of socio-economic
processes and modeling the complexity, various connections, uncertainty, chaos, and non-linearity
in this process is one of the problems of urgent importance for mankind.
In the world scientific community, a number of scientific centers, associations, scientific
research institutes for the philosophical
study of complexity, in particular, the Santa Fe Institute
(The Santa Fe Institute, SFI), which researches various aspects of complexity and chaos in the state
of New Mexico, USA, founded by E. Moren Association of Complex Thinking,
Institute of
Mathematical Research of Complex Systems, founded in 1995 in the Russian Federation, among
them. They note that nonlinearity is a universal feature of natural and social phenomena.
In the methodological research of the dynamics of socio-economic systems,
it was found
that traditional methods and approaches based on accuracy, order, determinism, and linearity do not
always work. The theory of complex systems is one of the adequate methodologies for researching
the nature of modern socio-economic systems.
The research was based on the following methodological approaches. Complex systems,
philosophical-methodological aspects of modeling complex systems, scientific research on new
paradigms in the world's leading scientific centers, associations, scientific research institutes, higher
education institutions: German Society of Complex Systems and Nonlinear Dynamics (Germany),
Center for complex Quantum Systems (USA) ), Association Internationale pour la Pensee Complex
(France), is conducted at the Santa Fe Institute (The Santa Fe Institute, SFI), which studies various
aspects of complexity and chaos in many fields of activity in New Mexico, USA. In this institute,
