One of the main tasks facing the Republic of Azerbaijan was agrarian issue.In this regard, 
work is underway for parliament and government. The article analyzed the debates on the agrarian 
issue at the Parliamentary sessions. The article also outlines the parties' position on agrarian is-
sues.The Azerbaijan Democratic Republic could not implement agrarian reform.None of the draft

laws has come into force. The transfer of the draft agrarian draft law from one session to another 
due to the differences arising from the factions between the factions of the parliament, and the fail-
ure of any bill to become effective, has played a major role in the loss and reputations of the people 
of Azerbaijan.However, efforts at the Parliament and Government levels to address the agrarian 
problem are also undeniable.
