To improve coordination and management in the field of vocational education
and personnel training – to revise the competences of the responsible
state subsector
departments (Ministry of Labor vs. Center for Secondary Special, professional
Education), to assist in elimination of duplication of functions and consider the
possibility of establishing a separate state agency for the system management.
To review all professional (re) training programs with an emphasis on aspects that
encourage the
development of key competencies, as the most important for both
work and life and learning.
To proceed with the development of the National Qualification Framework and, as
a matter of priority, to
introduce mechanisms for the recognition, validation and
accreditation of acquired knowledge and skills in the informal and formal educational
sectors.
To promote further liberalization of legislation on the activities of NGOs a la the
Decree of the President of the Republic of Uzbekistan of May 4, 2018 to encourage
educational activities of civil sector actors.
