after the vehicle began operations, as distinguished from predetermined routes 
assigned to a vehicle. 
Economic evaluation (also called Appraisal or Analysis) refers to various 
methods for determining the value of a policy, project or program to help 
individuals, businesses, and communities make decisions that involve tradeoffs. 
Economic evaluation is an important part of transportation decision-making. 
Economies of agglomeration. The benefits of having activities locate (cluster) next
