improvement of science and innovation. Education has realized exceptional changes in every
part of men's life. Francis J.Brown comments that training is a procedure which achieves changes
in the conduct of society. It is a procedure which empowers each person to successfully take part
in the exercises of society and to gain constructive commitment to the ground of society.
Especially, it is well defined for countries in transition, where civic education should be one of
the priorities [11].
The sustainable development of the state economy and well-being depends on advancement
and application of technology as well as professionalism of personnel. Therefore, in order to
strengthen and eternalize its independence as well as provide welfare of citizens the main
orientation of the state policy should be to respond modern standards of education and create
vocational technical educational system [17].
Development is a system of habits and traditions which are created and developed through
the education. They are indications of conceivable development. They are to be transformed into
method for improvement, of conveying power forward, not revealed or developed for their own
particular purpose. Therefore, there are certain strategies to follow: (1) prioritize general
