In this regard, ensuring reliable protection of the rights and legitimate interests of citizens
and entrepreneurs, the introduction of effective mechanisms for the timely and high-quality
execution of judicial acts and documents of other bodies and further increasing public confidence in
justice. He contributed to the development of the Bureau's activities in accordance with the state
program for the implementation of the action strategy for the five priority areas of development of
the Republic of Uzbekistan in 2017-2021 “Year of Science, Education and Development of the
Digital Economy”.
In addition, the Development Strategy of the new Uzbekistan for 2022-2026[6.] prescribes
the formation of a new image of law enforcement agencies and the orientation of their activities to
effectively protect the interests of the people, human dignity, rights and freedoms — defined by the
so–called goal 17.
In accordance with article 83 of the Law of the Republic of Uzbekistan “On the execution of
judicial acts and acts of other bodies” [7.], the State executor may be a citizen of the Republic of
Uzbekistan who has a specialized secondary (legal) or higher (legal) education, and in exceptional
cases - persons with higher education in another specialty.
State executors are assigned official titles of employees of the prosecutor's office in
accordance with the procedure established by law. The Director of the Bureau of Compulsory
Enforcement is the Chief State Executor of the Republic of Uzbekistan, the heads of the territorial
departments of the Bureau of Compulsory Enforcement are the chief state executors of the Republic
of Karakalpakstan, the regions and the city of Tashkent, respectively. The head of the Department
for the Execution of Judicial Acts and Acts of Other Bodies of the Bureau of Compulsory
Enforcement and the heads of departments for the execution of judicial acts and acts of other bodies
of territorial administrations are, respectively, deputy chief state executors. Employees of the
Department for the Execution of Judicial Acts and acts of other bodies of the Bureau of
Enforcement and departments for the execution of judicial acts and acts of other bodies of territorial
administrations have the status of state executors.
In accordance with the Law of the Republic of Uzbekistan “On the Execution of Judicial
Acts and acts of other bodies”, the types of decisions taken by state executors are: Initiation of
enforcement proceedings, Article 23; postponement of enforcement proceedings, Article 33;
suspension of enforcement proceedings, Article 35; grounds for termination of enforcement
proceedings, Article 37; return of enforcement documents after initiation of enforcement
proceedings proceedings, article 40; completion of enforcement proceedings, article 41; temporary
restriction of the debtor's departure from the Republic of Uzbekistan, article 42

In accordance with this content, in accordance with article 4 of the Code of Administrative
Procedure of the Republic of Uzbekistan, any interested person has the right to apply to an
administrative court (court) to protect their violated or disputed rights or legally protected interests.
In cases provided for by law, the prosecutor, state bodies and other persons have the right to apply
to the court. At the same time, in accordance with Article 186 of this Code, an application
(complaint) for invalidation of a decision, illegal actions (inaction) of a state executor may be filed
with the court within ten days from the moment when the interested person became aware of the
violation of his rights, freedoms and legitimate interests”) [8.]
