ANNOTATSIYASI
Tadqiqot obyekti va predmeti. Ishning obyekti О‘zbekiston va boshqa xorijiy mamlakatlar Respublikasi Markaziy banki monetar siyosati instrumentlaridan foydalanish amaliyoti hisoblanadi.
Markaziy bank monetar siyosati instrumentlaridan foydalanish jarayonida yuzaga keladigan moliyaviy-iqtisodiy munosabatlar ishning predmetini tashkil qiladi.
Tаdqiqotning mаqsаdi va vazifalari. О‘zbekiston Respublikasi Markaziy banki pul-kredit siyosatini takomillashtirishga qaratilgan ilmiy taklif va amaliy tavsiyalar ishlab chiqish. Tadqiqotning maqsadidan kelib chiqib quyidagi vazifalar belgilandi:
- Markaziy bank monetar siyosatining mohiyati, ahamiyati va turlarini yoritib berish;
- Markaziy bank monetar siyosatining nazariy asoslarini о‘rganish;
- О‘zbekiston Respublikasi Markaziy banki pul-kredit siyosatining amaldagi holatini tahlil qilish;
- Markaziy bank tomonidan pul muomalasini barqarorlashtirish siyosatining
strategik maqsadlari amaliyotini yoritish;
- О‘zbekistonda pul-kredit siyosatidan foydalanish amaliyotini takomillashtirish bilan bog‘liq muammolarni о‘rganish va ularni ilg’or xorij tajribasi asosida bartaraf etishga qaratilgan ilmiy taklif va amaliy tavsiyalarni ishlab chiqish.
Dissertatsiyaning ilmiy yangiligi quyidаgilаrdаn iborаt:
О‘zbekiston Respublikasi Markaziy banki pul-kredit siyosatini bank tizimi likvidliligiga ta’sirini kuchaytirish maqsadida quyidagi innovatsion vositalaridan foydalanish lozim:
a) xalqaro reyting agentliklarining yuqori (investitsion) reyting baholariga ega bо‘lgan korporativ obligatsiyalardan tо‘g‘ri va teskari REPO operatsiyalarining obekti sifatida foydalanish lozim;
b) tijorat banklarining Markaziy bankdagi majburiy zaxira ajratmalari miqdoridan kelib chiqqan holda, ularga qayta moliyalash kreditlari berish zarur.
Tadqiqotning asosiy masalalari va farazlari.
О‘zbekiston Respublikasi iqtisodiyotini pul mablag‘lari bilan ta’minlanganlik darajasining nihoyatda past ekanligi, О‘zbekiston Milliy valyutaning qadrsizlanish sur’atining yuqori ekanligi va Markaziy bankning pul-kredit siyosati instrumentlaridan foydalanish amaliyotining takomillashmaganligi kabi muammolarga tadqiqot davomida nazariy jihatdan yechim topildi.

ANNOTATION
Research objects and subjects. The object of the work is the practice of using monetary and credit policy instruments of the Central Bank of the Republic of Uzbekistan and other foreign countries.
The subject of the work is the financial and economic relations that arise in the process of using the instruments of monetary policy of the Central Bank.
Research goals and objectives.
Development of scientific proposals and practical recommendations aimed at improving the monetary and credit policy of the Central Bank of the Republic of Uzbekistan. Based on the purpose of the research, the following tasks were defined:
- To explain the nature, importance and types of monetary policy of the Central Bank;
- Studying the theoretical foundations of the monetary policy of the Central Bank;
- Analysis of the current state of monetary and credit policy of the Central Bank of the Republic of Uzbekistan;
- Policy of stabilization of monetary circulation by the Central Bank
clarifying the implementation of strategic goals;
- To study the problems related to the improvement of the practice of using monetary and credit policy in Uzbekistan and to develop scientific proposals and practical recommendations aimed at eliminating them based on advanced foreign experience.
Scientific novelty of the dissertation.
In order to strengthen the influence of the Central Bank of the Republic of Uzbekistan's monetary and credit policy on the liquidity of the banking system, the following innovative tools should be used:
a) corporate bonds with high (investment) ratings of international rating agencies should be used as objects of direct and reverse REPO operations;
b) it is necessary to grant refinancing loans to commercial banks based on the amount of mandatory reserve allocations in the Central Bank.
The main issues and hypotheses of the study.
During the research, a theoretical solution was found to such problems as the extremely low level of financing of the economy of the Republic of Uzbekistan, the high rate of depreciation of the national currency of Uzbekistan, and the lack of improvement in the practice of using monetary policy instruments of the Central Bank.
