Georgians and Armenians were in serious political conflict with Turkey. Although the Georgians were trying to keep Batum and Acharistan, they agreed to compromise Kars and Ardakhan in order to achieve this. However, the war started and did not last more than 8 days. On April 15, the Ottomans captured Batumi and besieged Kars. On April 19, at a joint meeting of Azerbaijani representatives in the Seym, they demanded the independence of Transcaucasia. Azerbaijani representatives stated that otherwise they would act in the direction of Azerbaijan's independence. After the defeat in the war and internal discontent, on April 22, 1918, the independence of Transcaucasia was declared. A month later, on May 25, Georgians decided to dissolve the Seym and declared the independence of Georgia. On May 26, 1918, the last session of the Seym was held and its activities were suspended.
In the National Council of the Azerbaijan Democratic Republic
On May 27, 1918, an extraordinary meeting of Azerbaijani representatives of the Sejm was held, and the meeting announced the Provisional National Council of Azerbaijan, assuming the responsibility of managing Azerbaijan. According to Dr. Nasiman Yagublu , the Musavat Party nominated Muhammad Amin Rasulzadeh for the presidency. Mohammad Amin Rasulzadeh was elected the chairman of the National Council as a result of the voting of the remaining organizations, except for the Union Party . After the National Council analyzed the situation, on May 28, 1918, in Tiflis , the Palace of the Caucasian PrinceAt the first meeting held in the large hall on the second floor, the establishment of the Azerbaijan Democratic Republic was announced and the " National Declaration of Independence " consisting of 6 points of Azerbaijan was signed. Muhammad Amin Rasulzadeh was in Batumi regarding the conference, so he could not participate in these meetings. The National Council entrusted the member of the council, Fatali Khan Khoyski, with organizing the first provisional government of the Azerbaijan Democratic Republic. After a one-hour break, Fatali Khan Khoyski announced the composition of the government, a temporary coalition of socialists and musavatists.
