Kuala Lumpur Summit (2005). 
This summit constituted an extremely strategic point in the 
development of relations. During the Summit, a Joint Statement on Progressive and Comprehensive 
Partnership was signed between ASEAN and Russia, Heads of State/Government of ASEAN Member States 
and the Russian Federation. In this joint declaration, an effort was made to encourage and strengthen the 
Dialogue Partnership within the framework of ASEAN-Russia relations in different fields including economic 
and development cooperation and political and security fields. The most important issue addressed in this 
declaration is the announcement of the 2005-2015 Comprehensive Program of Action between ASEAN and 
Russia in order to achieve the stated goals and objectives. This action plan was subsequently supported by the 
Comprehensive Program of Action to Promote Cooperation (CPA) for the period 2016-2020. The members, 
who came together in 2016, accepted the program, which was accepted by the ASEAN and Russian Foreign 
Ministers at the Commemoration Summit, as a continuation of the 2005-2015 period (ASEAN, Russia, 2020b). 
Sochi Summit. 
In 2016, the 20th anniversary of the ASEAN-Russia Dialogue Partnership was 
celebrated with events. By 2016, significant progress had been made in all areas of ASEAN-Russia relations. 
This is how a solid legal framework and many efficient joint mechanisms were established. The first high-
level meeting in the history of relations hosted by Russia in 2016 was the ASEAN-Russia Commemorative 
Summit held in Sochi on 19-20 May 2016. At this summit, ASEAN and Russia agreed on plans to upgrade 
relations to a Strategic Partnership. Among the outputs of the summit, “Sochi Declaration and Comprehensive 
Action Plan to Promote Cooperation between ASEAN and the Russian Federation (2016-2020)” was put into 
effect. A joint Senior Officials Group Report was also announced in Sochi, which includes the future concept 
vision of the ASEAN-Russia partnership and practical advice on the development of medium and long-term 
perspectives (ASEAN, 2016).
