THE RELATIONS OF RUSSIA AND ASEAN IN THE INTEGRATION PROCESSES IN EURASIA: PROBLEMS AND PERSPECTIVES Elnara Hasanli Master Student

Abstract: In the post-Cold War period, the beginning of a period in which the military dimension of
the relations that deepened and institutionalized especially in the political and economic fields became stronger
after this period. For this reason, it will be guiding to consider the political and historical process in order to
analyze today's relations. So, in this article, first of all, ASEAN-Russia relations in the Cold War period were
examined, then the establishment of ASEAN was briefly mentioned and the effect of the changing conjuncture
after the Cold War on bilateral relations was discussed. Also, in addition, the impact of the Kuala Lumpur,
Sochi and Singapore summits, which are milestones in the institutionalization of bilateral relations, has been
analyzed. Finally, ongoing ASEAN-Russia relations were discussed in the light of the necessary historical and
political background.

After the Second World War, the Soviet Union did not pay much attention to issues related to Southeast
Asia. From the 1950s to the middle of 1962, the USSR administration gave its full attention to Indonesia,
benefiting from the support Jakarta needed in the struggle for the liberation of West Irian. However, after the
resolution of this conflict, in which the Soviet Union did not play a direct role, Soviet-Indonesian relations
were greatly strained as a result of Sukarno and the Indonesian Communist Party's (PKI) decision to support
Beijing in competition with the Soviet Union. This change in Indonesia-Soviet relations became evident in
1965 and Soviet policies towards the region began to regress (Singh, 1987, p. 276). Soviet leader Brezhnev's
Asian Collective Security System proposal can also be partially explained in this context (Singh, 1987, p. 277).
