The research shows that, one of the important issues of note today is the COVID-19 pandemic and the
post-pandemic era of examining the benefits and drawbacks of the global minimum wage, as well as its impact
on labor markets around the world, from a new perspective.
A minimum wage exists in 90 percent of the member states of the International Labor Organization.
In 6 per cent of the countries, it is determined by agreement, that is, it is established exclusively or mainly
through the process of concluding collective bargaining agreements with binding force.
The proportion of
countries (84%) where the minimum wage exists on the basis of the law, that is, is set by governments with or
without the participation of social partners, is significantly higher. In a number of such countries, in addition
to the minimum wage established by law, there is also a higher minimum wage established by collective
agreements in individual industries or at individual enterprises (Международная организация труда, 2021,
p. 62-63).
Existing minimum wage systems often evolve and change over time. India is one of the countries that
have strengthened the already existing minimum wage system. It expanded the range of persons covered by
the relevant provisions by establishing a nationwide minimum wage, provided for in the recently entered into
force (August 2019).
In 2020, the European Commission launched a two-stage consultation with social partners to promote
the idea of securing the right of every worker in the EU to a fair minimum wage (European Commission 2020).
And so, there are a number of measures that can mitigate the negative impact, as well as have a positive
effect on the labor market. These include:
transfer of authority to change the ILO;
making informed decisions with a long-term focus;
amending labor legislation to link the ILO to the subsistence level of the most "lagging" region;
optimization of the public sector;
increasing overall labor productivity, creating efficient jobs, accelerating economic growth.
