Please keep in mind that Phase I should address the feasibility of a solution to the topic. It is highly recommended that proposers follow the DON proposal template located at www.navysbir.com/submission.htm as a guide for structuring proposals. Inclusion of cost estimates for travel to the sponsoring SYSCOM’s facility for one day of meetings is recommended for all proposals.
