• The contract is one of several indefinite-delivery indefinite-quantity contracts awarded under a single solicitation in accordance with FAR 16.504(c);
• The BPA is one of several BPAs awarded against a Federal Supply Schedule in accordance with FAR 8.405-3(b); or
• Any other IDIQ contract entered into with two or more sources under the same solicitation when contracting officers are required to compare or compete their requirements among several vendors
• Select Single award in all other cases
