Публичная дипломатия как инструмент внешней политики
После окончания холодной войны, акторы и характер системы международных отношений изменилась, публичная дипломатия стала инструментом внешней политики. Мягкая сила является ключевым элементом публичная дипломатия. Хотя мягкая сила не решение всех внешнеполитических проблем, она играет важную роль в международных делах как часть умной силы.

Public diplomacy as an instrument of foreign policy
After the end of the Cold War, the actors and character of the international relations system changed and public diplomacy became an instrument of foreign policy. Public diplomacy is a key element of the soft power. Although soft power is not a solution to all foreign policy problems, as a part of smart power it plays an important role in the foreign affairs.
