2 Transformation of the sphere of payment service in Russia on the example of the NGO "Premium" (LLC) 2.1 Organizational and economic characteristics, role and functions of the operator for the transfer of electronic funds of the NGO "Premium" (LLC) within the framework of the Payment Service System "TELEPAY" The TelePay system was developed as a software product that provides payment acceptance processing at terminals and cash
desks by the Novosibirsk company Svetets LLC. This technological core was acquired by several organizations established in Russia and
Kazakhstan at the dawn of the payment services market, in 2005. Yekaterinburg company LLC was one of the first to acquire a license for TelePay software "Ural Center of information and Payment Service".
From 2005 to 2007, the software was actively refined by the technical specialists of the TelePay System with the consulting support of Svetets LLC. The payment market in Russia during this period was at the stage of formation, people were wary of payment terminals, the quality of communication in settlements remote from regional centers left much to be desired, and did not allow the implementation of online mode for transactions, for which the market was largely conceived micropayments.
Since 2008, thanks to the coordination of actions between participants in the payment services market, information support of the direction from telecom operators, who were primarily interested in enabling their Customers to quickly replenish their balance at any convenient time, steady growth and business development has begun. In 2008 , the number of payment acceptance points operating under
the "TelePay" trademark increased from several dozen (in Yekaterinburg) to several hundred (in the Sverdlovsk region). Direct
payment acceptance agreements were concluded with large regional companies providing 51 communication services, as well as agency agreements with operators of similar systems that allowed payments to be made to federal suppliers.
In 2009, the first regulatory document appeared that
regulated the payment market of Russia – the Federal Law of 03.06.2009.
No. 103-FZ "On the activity of accepting payments of individuals
carried out by payment agents". There were legal grounds on
which the System of the Payment Service "TelePay" was built in the future.
By this time, the Ural Center for Information and Payment Service LLC was the only organization that acquired the license "TelePay" from LLC "Svetets" and continued its activities in the direction of the development of payment acceptance processing. Later , an agreement was signed with the software developer to acquire the rights to the trademark "TelePay".
Also in 2009, the first Rules of the system were developed "TelePay", where, in accordance with the legislation , the principles and procedure for the interaction of all settlement participants were clearly defined. LLC "UCIPS" – received the status of the only operator of the "TelePay" System. The number of payment acceptance points of LLC "UCIPS" has approached 1500. A direct contract was concluded with MTS OJSC to accept payments. It can be noted that utility companies, online stores, and social network services have become more actively connected to the System.
2010-2011 – expansion of the range of services and geography of presence Systems (Sverdlovsk, Kurgan, Chelyabinsk regions, KhMAO), equipping payment acceptance points with fiscal registrars (in connection with the new requirements of 103-FZ), the appearance of TelePay payment service desks in Yekaterinburg and Nizhny Tagil, the conclusion of payment acceptance agreements with the largest regional and federal service providers, including banks.
It was during this period that the task of developing The mobile wallet "TelePay Online", which would allow payments to be made using several tools at once and was at the payer's fingertips at any time in any place where there is access to the Internet.
Several innovative solutions were also implemented jointly with MTS
OJSC, in particular: contactless payments from the subscriber's cell phone balance (at LUKOIL gas stations using NFC technology), autopayments from credit and debit cards to the subscriber's phone balance, SMS payments to the services of the TelePay System, etc.
The system improved online technologies, increased technical capacities, and increased the quality of payment services provided to it.
In 2011, when the first version of the "TelePay Online" Wallet was
ready for implementation, the Federal Law of June 27, 2011 was published. No. 161-FZ "On the National Payment System", which established that the operator of electronic money on the territory of the Russian Federation The federation can only be a credit institution with the appropriate license from the regulator.
In order to bring this line of business of the company in accordance with the established norms, the founders decided to create their own credit institution.
In 2012, the market gradually changed its shape: large systems either joined banks or acquired a ready-made banking business, significant regional players basically chose the same path as TelePay - the creation of an NGO, obtaining a license to make electronic money transfers without opening a bank account. The law "On the National Payment System" defines the term payment system as "... a set of organizations interacting according to the rules of the payment system in order to transfer funds, including the operator of the payment system, service operators payment infrastructure and participants of the payment system, of which at least three organizations are money transfer operators " (Chapter I, Article 3, paragraph 20) [1]. Certain functions are assigned to the participants of the payment system , as well as fairly high requirements are imposed on them. At the time of entry into full force of all the norms of the 161-FZ ni LLC UCIPS, nor the newly created NCO Premium credit organization (LLC), did not meet these requirements to qualify for the role of a payment system operator.
It should be noted that it is not legally defined that the registration
of a payment system is a prerequisite for establishing relations between counterparties in the framework of electronic money transfers. The creation of the "TelePay" Payment System is a promising goal of the group of companies, which has found a temporary solution within the framework of interaction based on the Rules of the "TelePay Payment Service System".

The Operator represents the System in relations with Participants,
individuals and legal entities that are not part of the System, carries
out information, software and technological interaction of Participants The System and ensures the functioning of the System as a whole.
