crowds.
Political approach Currently, the research of public protests based on a political approach is becoming more
relevant. Because external actors, or the country
destructive forces inside, extremist organizations are using protests as an important tool for
their goals.
The advantage of using public protest as a tool is high, in which it is enough to incite the
population to hold protest actions and thereby cause large-scale disturbances in derailing the
political situation in the country. Most of the mass protests in the world today are based on a similar
scenario.
External actors are using a number of modern methods and tools to implement public
protest. In this regard, specific concepts such as "Controlled Chaos" and "Smart Crowd" have also
been developed. In these concepts, the main task is to artificially create mass protests and manage
it.
In his research, B.S.Boymurodov comments on the concept of "Managed Chaos" and
mentions that a number of measures are taken to organize public protests. Organization of secret
group, training of group members, active selection leading mass protests, development of strategy,
formation of central power "intelligent crowd" and providing them with money, weapons, technical
base.
According to many Western scientists, there is no need to threaten this country with military
force when subjugating a certain country, because the use of military force can have a negative
effect on the country itself. There are more effective ways than high military spending, which is
mainly to take advantage of the conflict in that country or region, or to create it artificially if there is
no conflict.

country may have been caused by external forces, that their actions are aimed at increasing
instability, financing it, bringing candidates who are inclined to them to the top of the state, and

that the protests caused by the increase in gasoline prices were used by external forces to derail the
situation in Iran, in particular, the active participants in the riots received special training in other
countries under the guise of journalists and were brought into Iran with appropriate instructions.

Sociological approach
According to sociologists, public protests are a social phenomenon, the roots of which
should be sought in the "public mood" prevailing in society, which is mainly characterized by the

There are 3 situations that manifest the public mood in the society, the first: the level of
satisfaction or dissatisfaction of the population with the created socio-political conditions, the
second: the level of citizens' ability to realize their socio-political wishes, the third: the presence of
the desire to change the existing created conditions.
If we analyze each of the above 3 cases more broadly, in the first case, it is explained by the
creation of certain conditions for the development and maturation of the population in the social,
economic, political and other spheres of the life of the society by the state bodies and the current
