Developments in Asian logistics have not kept pace with its rapid growth and lag far behind
those of North America and Europe. There is an imbalance in the amount of transport
infrastructure and institutional measures between different countries in Asia, which leads to
gaps and inefficiencies in the logistics system.

In both developed
and developing countries,
financial instruments available to
governments
for the development of infrastructure are still not sufficiently flexible, prevalent, or
transparent to cover and serve current needs. The potential for innovative financing
arrangements, including Public-Private Sector Partnerships, should be explored.

Logistics and ICT developments necessitate changes in the demand for skills. Improved
