EDUCATIONAL POLICY IN COMPARATIVE PERSPECTIVE:
THE CASE OF ESTONIA AND AZERBAIJAN

ABSTRACT
Since the dissolution of the Soviet Union with numeral recreations real changes have happened in education of
post-soviet nations. Huge scaled structural and institutional reforms were pursued by legal procedures. The
contemporary history of Estonia is an intense contextual analysis of how a nation can succeed by putting resources into
a high-competence based educational framework intended to support a high innovation economy.
Azerbaijan also
being a post-soviet state has experienced changes in secondary education system; however the outcomes and results
differ from Estonia.
The main purpose of the article is to compare and asses the changes in secondary educational system reforms in
Estonia and Azerbaijan during 1991-2014. The essence of comparison of education policies
according to cases of
Azerbaijan and Estonia is that, this two countries share mutual history for nearly half a century and grew differently
after reestablishment of independence. This work estimates the similarities and differences in educational policies of
both countries, their implementation process as well as outcomes.
