INTRODUCTION.
The active involvement of the country's population in the management of public and state 
affairs should contribute to the improvement of the legal culture and legal literacy of citizens, the 
development of civil society, ensuring the openness of the activities of public authorities and 
management, the development and implementation of public policy in relevant areas. 
Also, the high rates of socio-economic and socio-political development of the country 
dictate the need to increase the role of citizens, NGOs and other civil society institutions in 
managing the affairs of society and the state, creating additional conditions for activating their 
activities in this direction, taking into account generally recognized principles and norms of 
international law. 
The analysis of public opinion, the expansion of citizens' participation in the management of 
state and public affairs, ensuring greater openness of the activities of state bodies and organizations 
require further withdrawal of managerial decision-making to a qualitatively new level.
Since 2017, a system of reporting of governors at all levels, heads of the prosecutor's office 
and internal affairs bodies to the population will be introduced[1.]. People should serve our people 
by state institutions, not state institutions, and this fact should be well understood, first of all, by 
leaders of all levels. From this point of view, the concepts of dialogue with the people and “human 
interests” are so intertwined that they cannot be separated from each other at all. Proceeding from 
this necessity, all legislative acts should clearly state the norms on the system of dialogue with the 
people, emphasize the need for a radical revision of the approach to the interaction of state bodies 
with citizens and a constant dialogue with the population on this issue, the introduction of new 
mechanisms and effective methods of solving problems that concern them. 
President of the Republic of Uzbekistan Sh .As Mirziyoyev noted: "public control is not 
only control over the activities of state bodies, but also a way of self-regulation of society, in other 
words, one of the most important factors in the development of civil society. 
Therefore, the Advisory Council for the Development of Civil Society, the Center for the 
Development of Civil Society, the National Association of Non-Governmental Organizations 
should take the initiative in the coming year to create an effective system of public control in each 
industry and industry. 
Public control should be introduced, first of all, in law enforcement and supervisory 
authorities, finance, banking, education, healthcare, utilities, energy and transport. It is also 
important that issues such as the quality of products and services in markets and shopping 
complexes are always under public control " [2.]. 
Based on the norms of the Constitution of the Republic of Uzbekistan aimed at 
strengthening the foundations of civil society, the basic principles of the activities of civil society 
institutions are being strengthened. In this regard, normative legal acts were adopted aimed at
