CONCLUSION Participants in a public or expert discussion of a draft regulatory legal act should be
familiarized with its text by the developer in advance. When preparing regulatory legal acts, the
body developing the project studies and takes into account the experience of applying
documentation on the project topic, identifies the public need for legal regulation, causes and
conditions affecting the effectiveness of legislation, accepts proposals and recommendations of state
bodies, citizens' self-government bodies, media materials, reports of scientific institutions, scientists
and specialists. recommendations, summarizes and uses data from other means of determining
public opinion, and also takes into account the experience of legislative regulation in other states.
At the same time, another important issue is that by now regulations have been developed on
commissions for public control at gatherings of citizens whose legal status is determined by law, as
well as their activities are organized on the basis of the charter. These commissions should function
in full. We can see that their activity is limited to sending a request by representative bodies or
receiving applications or petitions from citizens.
