SOCIAL AND LEGAL FEATURES OF ECOLOGICAL CONTROL

To toxic environmental control bodies:
The President organizes environmental security and state environmental supervision services, appoints and dismisses their heads.
The Oliy Majlis monitors the implementation of environmental laws and its decisions.
The Cabinet of Ministers oversees the implementation of environmental regulations and regulatory documents, in particular, programs, rules and regulations.
Local government bodies - within the framework of their delegation, conduct monitoring activities on the issues of environmental protection.
To specialized environmental monitoring bodies:
The State Committee for the Protection of the Ecology and Environment Center - carries out complex state supervision over the protection of the natural environment center, reasonable use of natural resources and their restoration. The Ministry of Health - supervises the sanitation, hygiene and epidemiological situation of the natural center.
Inspectorate for the safe conduct of industrial and environmental works - to ensure that the use of underground and surface mineral resources in the branches of the national economy is carried out in such a way that it does not cause serious damage to the surrounding natural center. Ministry of Hot Affairs - assistance in preventive supervision aimed at prevention of environmental violations, supervision of cleanliness in public places, supervision of atmospheric air pollution and risk from motor vehicles, supervision of fire protection of natural and public facilities.
The Ministry of Agriculture and Water Management oversees productive use and protection of land, water and forest funds in agriculture. The State Committee for Land Resources optimizes and supervises land use and its protection. Inter-agency monitoring of nature protection areas - ministries, state committees and environmental services of institutions conduct monitoring of nature protection areas over enterprises and parks under their management.
According to Article 32 of the Law on Nature Protection, environmental monitoring implements environmental services in factories, parks, cooperatives, and institutions. In this place, it is necessary to mention the institution that is not mentioned in the statute. The reason is that the reasonable use of natural resources, the creation of new types of cultural plants, chemicals and medicines in educational institutions or scientific and research institutions, and the monitoring of compliance with the environmental requirements of the business during their testing and production are also considered to be of great importance in ensuring environmental safety.
Public supervision in nature protection comes from the environmental management function of non-governmental organizations, public associations, self-governing bodies, where environmental supervision is carried out by the Council of the People's Assembly, special environmental commissions or persons under the council, departments of environmental supervision, task forces, groups of active priests, physical carried out by persons. Inter-agency cooperation and improvement of public environmental monitoring, legal documents related to business, rights and obligations, and regulations on public monitoring will be provided.
