Abstract 
The main objective of the research is to form a theoretical basis for the construction 
of social accounting matrix for Azerbaijan. For this purpose, firstly, the historical 
development and structure of the social accounting matrix were studied, and then the

possible structure of the matrix for Azerbaijan was determined considering the availa-
bility of statistical indicators. In the result of the investigation, the structure of the 
social matrix for Azerbaijan was studied and then a SAM for Azerbaijan was con-
structed in an initial form based on the latest available input-output table for 2016 and 
analyzed. Limitations of the study: to require more extensive practical information.
The practical significance of the research is that, by reflecting macro indicators of the 
country’s economy in a table, the matrix constructed in the study can be used for the 
analysis of the economy. Also, in future research, by reflecting connections between the 
accounts in more detail and using a wider statistical database, this matrix can be used to 
construct a more accurate SAM and to expand it to micro-level for using modeling.
