İn the sejm of Transcaucasia

After this event, in January 1918 in Tiflis , the representatives elected to the Constituent Assembly from Transcaucasia decided to establish the Transcaucasia Seim , a regional legislative body, and the first session of the Seim was held on February 23, 1918. Mohammad Amin Rasulzade was also a member of the Seym . In the Sejm , Muslim members established the Muslim faction . Muhammad Amin Rasulzadeh was elected as the head of the "Muslim and democratic neutral group" and Musavat, which has the largest number of members of this faction.

The situation on the Caucasus front and the issues of the declaration of Transcaucasia's independence occupied the main place in the activities of both the Seym and the government. Muhammad Amin Rasulzadeh, the leader of the Muslim faction of the Transcaucasian Seim, wrote about this: "All the efforts of the Muslims in the Seim were aimed at the peaceful solution of the front issue and the immediate implementation of the independence of the Caucasus. The existence of an independent Caucasus is in the interests of not only Caucasian Muslims, but also other Muslim countries that are under constant threat from Russia. was appropriate".

On May 11, 1918, negotiations between Transcaucasia and Turkey at the level of delegations continued in Batum. Azerbaijan was represented by Mohammad Amin Rasulzadeh and Mammadhasan Hajinsky in the negotiations of the delegation headed by the Chairman of the Transcaucasia Government and Minister of Foreign Affairs Akaki Chhenkeli . The representatives of the Turkish side were headed by the Minister of Foreign Affairs Khalil Pasha , the commander of the Caucasus Front Vahib Pasha and the Minister of War Enver Pasha .  Germany led by General Otto von Lossow as an observer at the Batumi Conferencerepresentative was also present. Lossov held secret meetings with Georgian representatives in Batum and promised them military and economic assistance. At the Batum conference, the delegation of the Transcaucasian Sejm fully recognized Turkey 's demands for the provinces of Kars , Ardahan and Batum , and thus approved the provisions of the Brest-Litovsk Treaty.
