The Turkish People 's Central Party, headed by Nasib Bey Yusifbeyli , who took the same position at the All-Russian Muslim Congress , and the Muslim Democratic Musavat Party , headed by Muhammad Amin Rasulzade, united at the congress held on June 17, 1917, and became a single Turkish People's Central Party under the name "Musavat" . functioned. Muhammad Amin Rasulzadeh was elected as the chairman of the unified party.

In the Council of Public Organizations

On March 5, 1917, the Council of Muslim Public Organizations and its Executive Committee were established in Baku. Along with Mammadhasan Hajinsky , I. Frolov, Ibrahim Bey Heydarov and others, Muhammad Amin Rasulzade also joined the Committee. On March 29, 1917, the Temporary Executive Committee of the Muslim National Council was organized in Baku. Muhammad Amin Rasulzadeh, Mammadhasan Hajinsky , Alimardan Bey Topchubashov and others were elected to its composition. On July 17, 1917, a new executive committee consisting of 33 people was organized. Mohammad Amin Rasulzadeh was elected as the deputy chairman of the new Executive Committee.

On August 29, 1917, the Executive Committee of the Baku Council of Muslim Public Organizations strongly condemned Kornilov's counter-revolutionary uprising and declared that it fully supported the Provisional Government.

On September 5-6 and 12, 1917, the next meeting of the Baku Muslim Public Organizations Committee was called. Alimardan bey Topchubashov , the chairman of the Committee, and Muhammad Amin Rasulzadeh and Fatali Khan Khoyski , the deputy chairman, were elected at the meeting. 

As a result of the October Revolution in Russia in 1917, the Bolshevik Baku Soviet led by Stepan Shaumyan seized power in Baku Governorate . In Baku , Russian and Armenian armed groups begin to rob the population of Azerbaijan. Robberies, disturbances and arbitrary searches took place only in the neighborhoods inhabited by Azerbaijanis. Protesting against this, Muslim merchants closed all the shops. On December 26, 1917, most of the shops and stores of the Turks in Baku were closed. The Azerbaijanis , alarmed by the events , are beginning to worry. "Ismailiya" buildinga rally is held in front of it and up to 3000 Turks gather here and they demand the Committee of Muslim Public Organizations to take measures to establish order in the city. Speakers protested against robbery, violence and arbitrary searches. Deputy Chairman of the Executive Committee of the Baku Soviet Prokofi Caparidze , who came to the rally , in order to calm the population, the Sovietpromises that necessary measures will be taken to put an end to any kind of arbitrariness. Muhammad Amin Rasulzadeh, who participated in the rally, proposes to create a commission consisting of 5 people so that there is no chaos in the city. The resolution adopted after long discussions indicated that arbitrary searches and confiscation of weapons should not be allowed, and Muslim militias should be placed in areas inhabited by Muslims . At the same time, it was noted that the National Committee should be instructed to create a commission consisting of 5 people together with the Military Revolutionary Committee in order to implement the adopted decisions . On the same day, an emergency meeting of the National Committee is held to fulfill the demands. In this meetingAlimardan bey Topchubashov , Bashir bey Ashurbeyov , Muhammad Amin Rasulzadeh, Ibrahim bey Heydarov and Mammadhasan Hajinsky participated.
