The tsarist government is afraid of the revolutionary movement in Iran and demands the removal of one of its main leaders, Mohammad Amin Rasulzadeh, from the country. Muhammad Amin Rasulzade went to Istanbul in May 1911 to escape the persecution . He met his compatriots Ali Bey Huseynzade and Ahmed Bey Agayev in the capital of Turkey , and became friends with Yusif Akchura , Ziya Goyalp and other scientists. Muhammad Amin Rasulzade sympathized with the "Young Turks" organization , worked in the "Turkish hearth" society and was its main organ, which started publishing in November 1911.He was one of the active writers of "Turkish Yurdu" magazine . In October 1911, Taghi Nagiyev and Mohammad Ali Rasulzadeh and Abbasgulu Kazimzadeh founded the Muslim Democratic Musavat Party in accordance with the instructions and recommendations of Mohammad Amin Rasulzadeh . Muhammad Ali Rasulzadeh later wrote:
In 1913, a general amnesty was announced in connection with the 300th anniversary of the Romanov dynasty , and Muhammad Amin Rasulzade was able to return to his homeland. In 1917, the February bourgeois revolution took place.
After the February Revolution , on April 15-20, 1917, the Congress of Caucasian Muslims was held in Baku. At the suggestion of Muhammad Amin Rasulzade, the Kurultai decided to organize Russia in a federal way. The issue of "Azerbaijan rock" was thrown into the middle again at this meeting.
On May 1-11, 1917, a congress of Russian Muslims was held in the house of millionaire Shamsi Asadullayev in Moscow . Alimardan Bey was elected a member of the board of the congress.
The idea of local autonomy proposed by him was accepted at the congress by 446 votes against 271 votes.
During this period, Mohammad Amin Rasulzadeh wrote his "Community administration" and "Which government is useful for us?" published his books, his speech at the Moscow Muslim Congress was published under the title "Two views on visual management" together with Ahmad Salikov's speech.
