Features of the formation of public service in Azerbaijan

The presented scientific article examines the features of the formation of 
public service in Azerbaijan. At the beginning of the article, the essence of 
the civil service is summarized. It is noted that the historical features of the 
formation of the public service system of any state is closely connected 
with the history of the statehood of a particular people. In this regard, the 
elementary structure and functionality of the public service system have 
characteristic features. Also, the richest experience of the statehood of the 
Azerbaijani people was reflected in the nature of the formation of the civil 
service system. The article draws attention to the historical stages of the 
formation and development of the civil service system. It is substantiated 
that the historical in Azerbaijan has formed an effective system of 
government. And this, in turn, led to the development of the civil service 
system at the following historical stages. All these and other important 
aspects of the formation of the civil service system in Azerbaijan are 
comprehensively discussed in a scientific article.
