Council) was established in 2009 and renamed the Organization of Turkic States (OTS)
during its 8th Summit which was held in November 2021. As an intergovernmental
organization, the OTS acts as an umbrella organization for other vital organizations
such as the International Organization of Turkic Culture (TURKSOY), the
Parliamentary Assembly of Turkic Speaking Countries (TURKPA), the Turkic
Academy, the Turkic Culture and Heritage Foundation and the Turkic Chamber of
Commerce and Industry. The Principal organs of the Organization of Turkic States
are the Council of Heads of State, Council of Foreign Ministers, Council of Elders,
Senior Officials Committee, and the Secretariat. Organization’s main decisive body
is the Council of Heads of States. The activities of the Organization are coordinated
and supported by its Secretariat located in Istanbul. The effect and contribution of
the Organization of Turkic States to the common education policies of the member
states will be examined. In this context, the impact of the OTS on the construction of
the collective identity among member states is essential. Moreover, in this study, the
contributions of the Turkic Universities Union and the impacts of the International
Turkic Academy on the formation of a common education policy among the member
countries of the OTS will be explained.
