In our opinion, it is expedient to take the following measures to develop the service sector, especially 
in rural areas, to expand the range and improve the quality of services: 
 To increase the role and share of services in the formation of GDP, as indicated in the Action 
Strategy for the Development of the Republic of Uzbekistan for 2017-2021, to achieve a radical 
change in the structure of services at the expense of modern high-tech types; 
 Development of service enterprises in rural areas, primarily utilities, repair and construction of 
housing, production of agricultural products; 
 Creating conditions for strengthening the activity of entrepreneurs in the service sector, attracting 
young people from the graduates of professional colleges and higher education institutions to 
family businesses; 
 Accelerate the development of new promising types of consulting, banking, finance, insurance, 
leasing and appraisal services, which are in high demand among the population; 
 Creating conditions to increase the share of small business and private entrepreneurship in the 
service sector, based on the characteristics of each region; 
 Pay special attention to the training, retraining and advanced training of personnel working in the 
service sector in order to expand its development; 
 Given the growing employment of women in the service sector, the use of non-standard types of 
employment to guide their professional activities in line with family work and child rearing.
