Education is the most important tool for the betterment of humanity as well as to 
develop modernization in civilization. In every goverment education is considered to be the 
most essential pillar that holds whole nation together and leads the state towards ultimate 
success. Education is at the heart of both personal and community development; it's mission 
is to enable each of us, without exception , to develop all our talents to the full and to realize 
our creative potentiality , including responsibility for our own lives and achievement of our 
personal aims. Quality education provides the outcomes needed individuals , communities 
and societies to prosper.People learn basic norms, rules and values of society through 
education. Moreover, high quality education enables us to lead a successful life, enhances our 
intelligence, skills, knowledge , and bring positive changes in our life. We need good doctors, 
good engineers, good lawyers and good teachers after all good citizens one only ensuring 
availability of quality education.
In order to increase the quality of education in Uzbekistan, the name of year was also 
named "The year of human care and quality education " otherwise, if the quality does not 
change , the attention does not change either. Achievements will be ours, only knowledge is 
needed. Whatever you call knowledge, each of us should look back and never forget that " we 
are the children of great ancestors" said that Sh. Mirziyoyev. [1] Young people are the 
founders of the future of every country, they need quality education and comforts for them to 
be the most advanced in every field. Nowadays, our developing country creates wide 
opportunities for young people. We can clearly see this in the President's political decisions 
about youth. 
The youth policy is the priority direction of the state activity of the Respublic of 
Uzbekistan and its goal is social and economic development of young people in order to fully 
realize their creative talent in the intersts of society. Consist of creating legal and 
organizational conditions and guaranteeing them. The state provides special support to 
talented young people. In the Respublic of Uzbekistan, state organizations and public 
associations must assist in identifying talented young people and in their creative 
development for this purpose, state institutions and public assosiations provided with 
material technical bases in the Respublic of Uzbekistan to search for, protect and support 
talented young people in the field of science and technology, economy, management, art and 
commisions operate . Measures to support talented young people are provided with money 
from republican and l ocal budgets, as well as other sources.[1] 
More than 60 percent of the population of our country are young people. Naturally, our 
state pays special attention to the thoughts, problems and hopes of this layer. In recent years, 
significant reforms have been implemented in the national education system. These changes
