The second symbol indicates the nature (expressed in numbers) of the signal modulating the main carrier:
lack of modulating signal.

The third character indicates the type of information transmitted: N - Lack of information;
A - telegraph for hearing reception; B- telegraph for automatic reception; C-facsimile;
