The degree of study of the studied material 
The use of cloud technologies in the construction of a personal information and educational 
environment is aimed at the virtualization of the personal educational space of participants in the 
educational process; according to M.S. Ivinskaya, the construction of an information and 
educational environment that meets modern technical requirements contributes to a significant 
increase in the effectiveness of education. [2] 
The information and educational environment can be divided into personal and 
organizational components, which are closely related to each other. A personal information 
educational environment for each subject is necessary, since the highest priority of education is 
character development and ensuring continuity of self-development. Therefore, an individual IOS 
should be self-organized at the level of the individual, but systematically managed by the IOS of an 
educational institution. 
According to Khoshimova Ch.S., "an important advantage of the educational process 
organized in the information and educational environment is that it allows you to organize 
personality-oriented learning, which is one of the priorities in education, with the help of various 
educational technologies (collaborative learning, multi-level learning, variable learning, 
individualization of learning, project activities technologies of contextual learning, technologies of 
modular and evaluative learning, self-education and design of a unique educational environment) 
can be combined."[8]

Medvedev points to the dynamic development of the IT industry and believes that it is 
necessary to ride this wave now in order to move into a progressive future. To prepare for this, in 
his opinion, first of all, one should not neglect the education system that orients newcomers to 
advanced technologies. [5] 
Modern higher education institutions use a variety of organizational and technological 
means. Both traditional and innovative methods are used for this. 
As noted by V.A. Tsvetkova and E.I. Pavlovskaya, information technologies are 
increasingly becoming the basis of management and support of the educational process. They see 
the advantage of this educational core in the ability to publish information about the history of the 
university and communicate with students, teachers, scientists, entrepreneurs and anyone interested 
in the activities of the university.[6] 
On the other hand, the optimal organization of the educational process ensures the 
achievement of the main goal for which higher educational institutions are created and operate, 
namely: students receive high-quality training in their chosen specialty and complete training as 
trained specialists in demand in the labor market. However, in order to solve this main task, it is 
necessary to take into account the reality in which higher education institutions exist today, namely 
the reality that funding opportunities are quite limited. 
Researchers from the UNESCO Institute for Information Technologies in Education claim 
that, according to their data, the purchase and maintenance of various computer equipment and 
software in modern educational institutions always requires significant financial investments and 
qualified personnel. [9]
